She stated that some TB patients do not seek medical treatment because they fear that when people get to know their status, they will isolate them.
Madam Amoah who said this at the World TB Day at Sekyere Krobo in the Mpohor Wassa East District on Friday added that: "Gone are the days when people thought TB couldn't be cured, it has a cure and its treatment is free too".
She said society should assist TB patients by encouraging them to visit the clinic regularly for their medication to ensure speedy and successful completion of TB treatment.
She noted that TB treatment is free to all and that millions of people could have been saved from dying if they had received treatment.
"We must constantly educate ourselves on the dangers of the disease and take precautions," she stressed.
Mr. Joseph K. Arthur, the District Disease Control Officer, indicated that the District Health Directorate has trained community health workers to quickly identify people suffering from the disease and provide them treatment.
He mentioned the unwillingness of people to seek treatment as a major challenge in the fight against the disease and urged patients to complete the six months treatment to avoid other complications. | | * 18.09.2009 | | Government pursues $2b loan from China | The Government is hoping to secure a loan facility in excess of $2 billion from China on concessionary terms.
The loan would help government undertake various development projects in the country in its efforts to sufficiently stabilize the economy, a release signed by the Minister of Information, Zita Okaikoi, has said.
According to the statement, this was disclosed by the Finance Minister, Dr. Kwabena Duffour, when he briefed cabinet on the performance of the economy at its seventh meeting.
“Dr. Kwabena Duffour also informed Cabinet that the economy had stabilized and the loan when injected into the economy would help push inflation further down,” it stated.
The Finance Minister explained to Joy Business News in an interview that some ministries including, Health, Communications as well as Roads and Transport have applied for loans from the Xinhua Bank of China to undertake such projects.
“At this stage it is only application that they have made. We are yet to see responses from them. We are expecting that approval would be given for this inflow to move for us to move our economy forward.”
Touching on the Destination Inspection Scheme, the statement noted that a memorandum on the recommendation for its implementation has been submitted to cabinet by the Minister of Trade and Industry for consideration.
“Cabinet was in favour of the idea of the Public-Private Partnership arrangement to prepare the Customs Excise and Preventive Service (CEPS) to take over.”
Cabinet, however, deferred decision on the issue.
Cabinet has also directed the Minister of Trade and Industry to hold discussions with the Labor Unions, Civil Society Organizations and other stakeholders to explain to them in detail government’s position and implementation for Ghana’s trade relations with the European Union.
It said a memorandum on the strategic Plan for the National Youth Employment Programme was also considered in the meeting.
“Cabinet affirmed government’s determination to the effective mobilization of the youth and pledge to create the enabling environment for them to explore their talents and realize their full potentials. Hence, all Sector Ministers were instructed to develop strategy papers on job creation beyond those contained in existing programmes and projects.
“Cabinet affirmed its commitment to the promise that it would ensure all public sector employees are paid remuneration that is fair and equitable with regards to the memorandum on the implementation of the Single Spine Pay Policy.”
Cabinet further approved in principle the memorandum on the establishment of an Engineering Council for Ghana.

| * 20.09.2009 | | Veep's pilgrimage to Nkrumah's burial site | Nkroful (WR), Sept. 20, GNA - Vice President John Mahama on Saturday paid a solemn pilgrimage to the Nkroful burial site of the late Kwame Nkrumah, first President of Ghana. When the late President died in 1972, his remains were temporarily laid to rest at Conakry, Guinea, because of the political situation in Ghana at the time.

Source: www.AlbertAbongo.com & EP The body was later interred in a mausoleum at his hometown in Nkroful before former President Jerry Rawlings decided to create a mausoleum for him in Accra, where his body now lies at a memorial park named after him. Vice President John Mahama toured the now empty gravesite, the house where he was born and raised by Madam Nyaniba, the late President's mother.
Addressing the media after the tour, Vice President John Mahama expressed shock about the decision of the government that overthrew the late President to destroy his family house at Nkroful, as the current structures including Nyaniba's kitchen had to be rebuilt later. Vice President Mahama asked Ghanaians, especially the current crop of leaders, to embrace the vision and ideals of Nkrumah so as to rapidly grow Ghana's economy. He said he was particularly touched by the selflessness and the energy Nkrumah had for developing underserved communities in the country, a feat which must serve as a model for succeeding generations, as Nkrumah was somebody to whom material gains and the perks of office did not mean much.
> Back to Top < | | Veep assures Nzema chiefs of Government's commitment | Nkroful (WR), Sept. 20, GNA - Vice President John Dramani Mahama at the weekend assured the Chiefs of Nzema that the Mills' administration will not do anything deliberately to slight their sensibilities, saying that any perceptions to that effect was not borne out of bitterness. "It is not deliberate" the Vice President told the chiefs of Nzemamanle when reacting to complaints that government was stalling a meeting between they the chiefs and the President at the Castle to deliberate over some pertinent issues affecting Nzemaland, despite repeated representations.
Responding to the concerns during a courtesy call on Nzemanmanle or joint council of Nzema paramountcies at Nkroful in the Western Region on Saturday, Vice President Mahama said the delay was as a result of snags over protocol scheduling rather than any deliberate ploy to deny them a meeting with the President.
He also attributed the hitch to an impending visit of the Western Regional House of Chiefs to the seat of Government, adding that it was the consideration that since some of the issues to be discussed at that meeting could overlap with or help resolve some of the problems faced by the Nzemamanle, the regional body meeting should come on first. Vice President Mahama said this situation, rather than any perceived attempt to slight them, was responsible for the delay, assuring them the President will meet with Nzemamanle confederation soon.
"It is nothing deliberate from the President" said Mr Mahama as he reechoed the viewpoint that the Mills' administration "will not do anything deliberately to prevent you from visiting us". Awulae Annor Adjaye, in a welcoming address on behalf of the chiefs and people of Nzemamanle, had expressed reservation about the delay in the said meeting, saying it has incurred bitterness among the people.
He also expressed concern over naming the oil rigs located in Nzema traditional areas after personalities hailing from other parts of the country, saying such act constituted a pite to Nzema sensibilities. The council was, however, pleased with the visit of the Vice President, declaring that the government has now "passed that test with distinction" as the visit has helped to calm seething tempers. Replying, Vice President Mahama said the Nzema Chiefs were right in their vociferous complaints because they meant well and had been supportive of government's development efforts.
Commenting on the issue of the naming of oil rigs, Vice President Mahama said since the designations were done during the previous regime, the Mills Administration would look into the factors that informed those decisions and have them communicated to the people.
Vice President Mahama concurred with Awulaye's insistence that the oil found must be a blessing but not be a curse to Ghana. He said the arrangements the government was putting in place with regard to the management of oil revenues will make Ghana a model in terms of the use of oil resources, the misapplication of which had led to the notion that oil has become a curse to Africans.
Critics who hold to this view point to Nigeria, Angola, Gabon and other African countries which are saddled with financial quagmires and violence despite raking huge wind fall from the sale of crude oil. Vice President John Mahama assured the people that the expected oil revenues will be used for the betterment of all the people in line with the NDC manifesto of prosperity for all. > Back to Top < | MP wants Nkrumah's body returned to Nkroful | Nkroful (WR), Sept. 20, GNA - Mrs Catherine Abelema Afeku, Member of Parliament for Evalue-Gwira, said the Government should consider returning the body of Dr Kwame Nkrumah which now lies in a mausoleum in Accra to Nkroful, his hometown.
She said while she supports the decision to honour the late President with a public holiday, she was nonetheless of the opinion that the centenary celebrations will not be complete without returning Nkrumah's body to the original burial site at Nkroful.
Speaking to the GNA at Nkroful on Saturday, Mrs Afeku said returning the body to its homestead will transform the township into a "tourist Mecca" which the Ellembele district can then harness to improve the living standards of the people of the area.
She observed that celebrations of the late President over the years failed to take into account the spiritual and cultural relevance of the late President to his people.
The late President Nkrumah was first buried in Conakry, Guinea, after his death in Romania because of the political situation in his native Ghana at the time.
It was later brought to Ghana and interred at a mausoleum at Nkroful. Former President Jerry John Rawlings later established a memorial park in Accra where his remains and that of his wife Fathia are now permanently interred.
The Kwame Nkrumah Memorial Park is the place the founder of Ghana declared the nation's independence from British colonial rule, and it stocks memorabilia associated with the reign of the great African nationalist.
But Mrs Afeku insisted that it should be brought back to Nkroful as receipts from expected tourist arrivals could help scale up development for his town folks who have largely remained poor. Besides, she said, the cosmology of the Nzemas like the rest of Ghanaians, should be observed.
This required that departed relatives should be re-united with their ancestors in an unbroken relationship that comprises the dead, the living and those yet unborn, she added.
Mrs Afeku does not brush aside the international prominence of Nkrumah that makes him a son of the world rather than that of only Nkroful. However, she argued forcefully in favour of the return of his remains since doing so will assuage the cultural sensibilities of the people. > Back to Top < | | Rita Marley, others keep vigil for Nkrumah | Rita Marley, wife of legend Reggae icon Bob Marley joined hundreds of Ghanaians to keep vigil at the Kwame Nkrumah Circle in Accra on Sunday to usher in the Centenary Celebration of Ghana’s First President Dr. Kwame Nkrumah.
Candles were lit, as the celebrants enjoyed rich cultural displays and poetry renditions evoking the heroic works of Dr. Nkrumah.
The celebrants converged at the venue after long procession through the principal streets of Accra, amidst brass band music, singing and dancing.
The ceremony also attracted CPP stalwarts like Nady Nylander chairman, Dr. Abu Sakara, Kwesi Pratt Jnr. as well as Prof. Akilakpa Sawyer who is chairman of the planning committee.
Dr. Esi Sunderland Addy a member of the Planning Committee in an address reiterated the profound achievements of Dr. Kwame Nkrumah as a torch bearer of Africa’s struggle for independence and hoped the centenary celebration will inculcate in Ghanaians the spirit of hard work and selflessness.
She admonished the youth to be inspired by the principles of the late first president and strive to achieve their future desires.
Deputy Information Minister, Samuel Okudzeto Ablakwa was full of praise for the organizers for putting together a bipartisan celebration.
He expressed the hope that the celebration will reinforce the need for Ghanaians to recommit themselves to the peace and progress which were all ideals of Dr. Kwame Nkrumah.
He said the president John Evans Attah Mills will address Ghanaians in a dawn broadcast as part of the celebration.
> Back to Top < | Central records high rate of acute malnutrition | Cape Coast, Sept. 20, GNA - Four hundred and twenty seven (427) severe malnutrition cases among children were recorded, from January to June, this year, by the Central Region Health Administration, with Agona West having the highest of 113 followed by Upper Denkyira East with 83 cases.
The Regional Nutrition Officer, Mr. Samuel Sosi, who disclosed this at a media briefing, at the weekend, expressed regret that eighty two percent of the cases were children from zero to two years. Fifty four per cent are females.
Mr. Sosi said forty one percent of the children have, however, been fully rehabilitated and discharged while forty four per cent were still being treated. Three per cent, however, died during treatment with the remaining defaulting.
He pointed out that the damage caused to such children was irreversible because the period of rapid brain development occurs in the first three to four years and queried the kind of adults the region would produce should the trend continue. Mr. Sosi said UNICEF was supporting the regional directorate to address the issue to help forestall any negative social implication and has, therefore, provided some therapeutic food (plumpy nuts) for the rehabilitation of malnourished children in the 17 districts of the region.
This has resulted in significant improvement in the children under treatment.
He said the therapeutic food contains a mixture of nuts, powdered milk and other rich minerals and vitamins that generate rapid results within two to six weeks.
Mr. Sosi called on parents to endeavour to give nutritious local diets to their children after rehabilitation because the problem could recur if they failed to do so and cited instances where fully recovered malnourished children had relapsed after rehabilitation. Mr. Sosi said his outfit identified three different types of kwashiorkor among the children and stressed that improper infant feeding was one of the major causes of malnutrition. He appealed to the media to feed the public with nutritional messages to complement the efforts of the GHS towards behavioural change so that parents would feed their babies with local dishes with all the necessary nutrients.
Mrs Ernestina Agyapong, a nutritionist specialist with the UNICEF, appealed to mothers to exclusively breastfeed their babies in their first six months to safeguard them against diseases and to facilitate their total growth. > Back to Top < |
* 19.09.2009 | President Mills appeals for patience for his government | Akropong-Akuapem (E/R), Sept.19, GNA - President John Evans Atta Mills has appealed to the people of the Eastern Region to have patience with his government while it worked tirelessly to fix the tattered economy it inherited from the previous government.
He explained that his government was treading cautiously to avoid taking decisions that would be detrimental to the country and further explained that it was the positive impact of an action which mattered and not the rush in the implementation of the action. These were contained in a speech read on behalf of the President on Friday, at a durbar of chiefs and people to commemorate this year's Akuapem Odwira Festival, which also marks the 35th anniversary of the enstoolment of the Okuapehene, Oseadeeyo Nana Addo Dankwa III, at Akropong-Akuapem,
The festival was organized under the theme "The Role of the Youth in the Development of the Nation."
President Mills compared his government with the Biblical Nehemia and assured that his government would remain resolute in the rebuilding of the economy and would not be disturbed by its detractors, so that at the end of the first term, the people of Ghana would renew its mandate.
President Mills thanked the chiefs and people of Eastern Region for voting the National Democratic Congress back to power and promised to organize a regional tour to formally show his appreciation to the chiefs and people of the region.
He appealed to the President of the Eastern Regional House of Chiefs and its appropriate committees to mediate in the chieftaincy impasse in the Akuapem area between the Okuapehene and the various divisions of the Akuapem Traditional Area.
President Mills advised the youth to distance themselves from negative practices and unproductive life styles that tend to jeopardize their future.
He called on parents, guardians, teachers, churches and civil society organizations to help instil virtues of morality, honesty, the fear of the Lord and transparency in the youths.
Earlier, the Okuapehene, Oseadeeyo Nana Addo Dankwa, urged the youth to take advantage of all opportunities offered them by the government, their communities and the church to grow up to become responsible citizens.
He called on the elderly to guide the youth in their daily activities and encourage them to take up responsibilities that would help them to grow up as responsible citizens.
> Back to Top < | | NPP is planning mayhem in Chereponi - Alleges NDC | Tamale, Sept. 19, GNA - The National Democratic Congress (NDC) has alleged that some members of the New Patriotic Party (NPP) are in possession of weapons to cause mayhem in the Chereponi by-elections, slated for September 29.
The NDC has alleged that, Alhaji Yakubu Grusah, Chereponi constituency chairman of the NPP, had confessed to the chief of the area that due to the volatile atmosphere of the impending by-elections, his party had received weapons from its head quarters in Accra for self-protection.
Mr. Johnson Asiedu Nketia, General Secretary of the NDC, who made the allegations in a media briefing in Tamale on Friday, said until weapons were retrieved from Chereponi, the NPP should be held responsible for anything that disturbed the peace during and after the by-election.
He appealed to the security personnel to immediately arrest the self-confessed Alhaji Grusah to help in retrieving those weapons to ensure that lives in Chereponi were saved.
He said the allegations must be taken seriously because, "To the NPP the only democracy they know is when they win power" and that NPP as a party had a track record of causing confusion when they know elections would not favour them.
"This reminds me of Akwatia, Asawase, Gushiegu, Fomena and other places where the NPP adopted various strategies and caused confusion, but this time nothing would favour them," he emphasized.
Mr. Nketia said the country was interested in peace and that elections should not be used as an avenue to set "brother against brother".
He said the NPP's refusal to sign the code of conduct document in Accra was a prelude to their intentions to cause confusion, adding, "If you accept that you can't win just withdraw from the race to save yourself from disgrace."
Mr. Nketia, however, said the campaign in Chereponi so far was peaceful since there was no breach of the peace, and commended all the political parties and the security personnel for conducting themselves. Mr. Faisal Gbangili, Acting Northern Regional Secretary of the NPP, in an interview with the GNA, described the allegations labelled against the NPP as unfounded and baseless, saying such had always been the game plan of the NDC in all elections.
"How can our constituency chairman who is over 70 years old walk to a chief and make such allegations. There is no truth in what the NDC is saying. They are only crying wolf when there is no wolf. "We are most likely to retain the seat so why would we do anything to disturb the peace to dent our credibility as a viable party. It is rather the NDC who are sensing defeat and they are crying foul to win public sympathy", he remarked.
Mr. Ebenezer Tetteh, Northern Regional Police Public Relations Officer, also in an interview said the police had earlier had information to the effect that people possessed arms in the constituency, and that searches had been conducted but nothing was found.
He said the reports the police had received were allegations against both the NPP and the NDC, which moved the police and the military to conduct searches on members of the NPP, the NDC and all the other parties contesting the by-elections.
"I don't know whether the NDC has the same old information or something fresh. All the same we will find out and if they are fresh allegations we shall act on them", he said.
Mr. Tetteh assured people in the Chereponi constituency to go about their normal duties without fear, saying that the security was in control of the situation. > Back to Top <
| * 18.09.2009 | Hundreds troop Ghana to celebrate Nkrumah | Hundreds of people from across Africa, America, Europe, Asia, The Caribbean, Pacific and other parts of the world are trooping down to Ghana to celebrate the centenary birthday of Ghana’s first President, Osagyefo Dr Kwame Nkrumah, which falls on Monday, September 21, 2009.
The centres of attraction will be Nkroful in the Western Region, the birthplace of Dr Nkrumah, and the Kwame Nkrumah Mausoleum in Accra, where his mortal remains are presently accommodated.
The day has been declared by President Mills as a statutory public holiday in honour of Dr Nkrumah, one of the most revered black freedom fighters in the world.
Apart from the Kwame Nkrumah Mausoleum and Nkroful, places and projects such as the Akosombo Dam, the Peduase Lodge, Achimota School and the Volta Aluminium Company Limited (VALCO), which strike fond memories of Dr Nkrumah, are expected to attract enthusiastic crowds from far and near.
Last week Friday, the Vice-President, Mr John Mahama, launched activities for the centenary celebration, which would be climaxed on the African Union (AU) Day on May 25, 2010, when the whole of Africa is expected to celebrate him.
At the 13th AU Summit in Sirte, Libya, this year, African leaders unanimously voted to adopt the centenary birthday of Dr Nkrumah as an AU activity.
Activities to commemorate the occasion include lectures, symposia, exhibitions and cultural performances.
Acknowledged by the BBC as the African of the Millennium, Dr Nkrumah touched the lives of thousands of freedom-loving people in Africa and beyond after leading Ghana to attain political independence from British colonial rule in 1957 and, thereafter, taking a frontline role in the African liberation struggle.
A visionary leader, he was considered by many as peerless and decades ahead of his generation.
According to a former Chairman of the Convention People’s Party (CPP), Dr Edmund N. Delle, the difference between Nkrumah and his peers was universality of his person and the manner his messages touched the lives of the suffering and oppressed throughout the world.

* 17.09.2009 | | Government denies purchasing four jets | The Minister of Defence, Lt. Gen. Joseph Henry Smith, has dismissed reports that the Government of Ghana has ordered four new military aircraft value at $680 million.
Several media reports in the country quoted a statement published on the website of Defence Industry Daily which announced that the government has placed orders for four C-27J light tactical transporters, to be delivered with 10 Rolls Royce AE-2100 engines (8 + 2 spares), 4 of BAE’s.
But the minister who spoke to Joy FM mon Thursday, dismissed the publication as false said the Mills administration is only pursuing the two earlier aircraft that was ordered by the previous government from the USA.
“I personally wrote to the US Ambassador in Ghana that we would like to buy these [jets] and make sure that the US government gives us the opportunity to purchase two of the C-27J aircraft.”
He noted that many discussions have been held by the current government, including the one that was held when Obama came to Ghana. “We discussed it so we are in the process, nothing more has happened”.
Lt. Gen. Smith was surprised about the allegation that the new jets would be acquired in addition to 10 Rolls Royce.
“It doesn’t make sense for anybody to buy one aircraft or two and ask for 10 Rolls Royce. What are you going to do with that? In any case if the US government decides to sell the aircraft to us, it is then that a technical team will sit down from both sides and decide on extra things that will go with the aircraft, it is after that, that even the price could be determined.”
He said a chat he had with both President Mills and Vice-President Mahama revealed that the two first gentlemen of the land are ready to use any aircraft being used by the military, provided it is in good shape.
“They were of the view that if you (J.H. Smith) can get a transport aircraft good enough to lift the troops everywhere, we will also use it when we are travelling.
“They are not asking for a different aircraft to standby as an executive jet for their use.”
> Back to Top < | | Highway patrol team foils armed robbery | Akpafu (V/R), Sept 17, GNA - The Volta Regional Police Highway Patrol Team has foiled a highway robbery on a portion of the road between Akpafu-Mempeasem and Odomi in the Hohoe Municipality. The about 10-member armed robbery gang had barricaded that portion of road on Wednesday with logs and ordered the occupants of the about eight vehicles to lie face down and started to rob them of monies and mobile phones when the patrol team emerged.
Mr Daniel Ablordey, the Hohoe Municipal Police Commander, told the Ghana News Agency the patrol team received a distressed call and acted swiftly.
He said unfortunately passengers, who were lying on the ground, stood up when the saw the police vehicle, thus making it difficult for the police to distinguish between passengers and robbers. Mr Ablordey said amidst the confusion the robbers fled into the bush leaving behind a shot gun, a live cartridge and a bag containing money.
Mr Daniel Kojo Adiwo, the 53-year-old driver of one of the cars who attempted to make a U-turn on seeing the robbers, was shot in the lower jaw and is responding to treatment at the Hohoe Municipal Hospital.

Launching the scheme in Accra, President Mills reminded the administrators of the heavy responsibility to ensure its success, and urged them to publicise its activities to in the informal sector. He said lessons from the global financial crisis should guide the release of funds for the new scheme.
President Mills commended members of the National Pension Reform Implementation Committee for their hardwork during the past five years. Mr Stephen Amoanor Kwao, Minister of Employment and Social Welfare said the Ministry would provide the needed support and guidance to ensure that the fund was efficiently and effectively administered. Mr Richard Kwame Asante, Chairman of the Pension Reform Implementation Committee, said the new scheme was a landmark in the economic and social development of Ghana.
He said the inputs were taken from identifiable groups such as the Ghana Employers Association, Veterans Association of Ghana, Ghana Private Transport Union, financial institutions, insurance companies and Social Security and National Insurance Trust (SSNIT).
It comprises two mandatory schemes and a voluntary scheme. The first-tier mandatory basic National Social Security Scheme would incorporate an improved system of SSNIT benefits. The second-tier scheme would be a mandatory fully funded and privately owned or work based pension scheme, designed primarily to give contributors higher lump sum benefits under the SSNIT or Cap 30 Pension Schemes.
The third-tier is a voluntary provident fund and personal pension schemes targeted at workers in the informal sector who want to make voluntary contributions to enhance their pension. With contributions from the informal sector, farmers, fishermen, market women among others can now participate in the pension scheme during their old age. > Back to Top <

The paper's investigations further revealed that some Tema residents have within the last months being complaining bitterly to vendors of Fan Milk Ghana products about the funny and distasteful nature of the two Fan Milk products.
Most of the areas hit areas hit by the expired products, TODAY found out are Communities 2, 3, 4 and 5. Some residents of these Communities who spoke to our reporter disclosed that so far about ten people have complained of various forms of illness after eating the two products.
However, Mrs Angela Nelson, the Manager of Quality Assurance Fan Milk Ghana Ltd., in a reaction blamed the problem on the company's agents describing them as ?neglectful in their handlings.?
She explained that some of the retailers of the products just buy and keep them for longer periods before selling them to the consuming public, adding ?that bring about such developments.?
?We organize training workshops for these agents regarding the handlings of products especially products which have expired. Again, we have issued directives to agents on expired products that any such product should be brought forward to us for them to be replaced,? Mrs Nelson asserted.
For his part, the Brands Manager of Fan Milk Ghana Ltd., Mr Dzidzor Gbologa, stressed that the company replaces expired products brought by their agents, stressing that ?that has been the normal practice adopted by the company?.
This, he maintained, is to ensure that healthy products are made available to the general public who the company cherishes so much.
?We have trained monitoring personnel who are at vantage sale points and ready to ensure that our products sold to the public are wholesome for consumption,? stated Mr Gbologa.
He said ?Given the level of expertise of personnel at the Quality Assurance Department, it will be very strange and difficult to have expired products leave the shores of the company.?
Mr Ben Lajikpo, a Pharmacist, described the discovery of expired products of Fan Milk Ghana Ltd., as ?precarious? and called on the Food and Drugs Board to take the matter up and get to the bottom of it.
According to him, the problem might not emanate from the company but in such instances they would have to take full responsibility.
The pharmacist therefore advised Fan Milk Ghana Limited to strengthen its monitoring systems to curtail any such incidence from recurring.

* 14.09.2009 | How Kufuor and Anane Doomed Ghana Airways | A comprehensive document in the possession of The Enquirer points to the fact that the bane of the Ghana International Airline (GIA), in the current ugly situation, is attributed to the haphazard manner the new Patriotic Party (NPP) government handled the liquidation and sale of the national airline, Ghana Airways, in 2005.
The government at the time engaged the services of PriceWaterhouseCoopers in 2004 to design a business plan for the liquidation of Ghana Airways, but it did not go by the plan, which, insiders say, was the best for the sale of the airline.
According to the PriceWaterhouseCoopers’ plan, dated April 22, 2004, submitted to the then Minister of Road and Transport, Dr Richard Anane, after the liquidation of Ghana Airways, the new one that will be in operation should be a privately owned, and will be funded by a total opening investment of $55 million, consisting of $25 million cash equity and $30million of debt.
Interestingly, the GIA, which the NPP government gave out Ghana Airways to, brought in only $2.1million towards the takeover of the national airline.
Even with that token sum, the GIA, under strange circumstances, withdrew $1.9 from its account and paid it to Sentry Financial Corporation, the company that provided the initial capital on behalf of GIA USA LLC.
The move, which took place on June 27, 2005 was concealed from the Government of Ghana for two clear weeks before it camp up for discussion at a board meeting.
The plan that was designed by PriceWaterhouseCoopers made it clear that the Government of Ghana was by the minority shareholder of the airline that would be established.
Unfortunately, that advice too was simply thrown to the dogs, as the government, in clear contravention, became the majority shareholder in GIA, with a 70 per cent share.
Again, the government provided an amount of $4.9 million, as against what was stated in the plan that the GIA should provide all the financial needs for the new business. The plan created room for absorption of 500 employees of the defunct Ghana Airways, but that was not to be.
Currently, pilots of Ghana Airways that were trained to handle Boeing aircraft are idle, because of the wet lease agreement between the GIA and Astraeus Airlines.
The plan by PriceWaterhouseCoopers stated clearly that contract between the Government of Ghana and GIA should be based on strict performance measures that would ensure that the new company was bound to perform.
In addition to that, the contract was to specify the potential remedies due to the Government of Ghana should the company fail as a result of lack of proper management of matters within its control. Surprisingly, GIA presently is performing badly and it is choking with huge debt.
As at April this year, the airline was indebted to the government and other creditors to the tune of $60.8million.
The currently National Democratic Congress (NDC) has so far supported the airline with $3million, covering January and February, this year. The government, presently, finds the operation of the airline unprofitable and has therefore suspended the subsidy and is taking steps to evaluate the airline’s operations since the financial support is unsustainable.
Before the NDC took over the reins of government, funds that were made available to GIA by the government, usually on a monthly basis, were treated as loans, but there were no written agreements between GIA and the government. As a result, there is no evidence that the loan-related costs reflected in the GIA accounts.
The GIAL was formed in 2005, with the government of Ghana having 70 per cent shares while the 30 per cent went to GIA-USA. Managing of the company was however ceded to the minority shareholder under a signed agreement.
It started operations in October 2005, with a singly wet-leased aircraft on the Accra-London route, but the government at the time dismissed the minority appointed Chief Executive Officer on April 7, 2006, resulting in the minority refusing to take further part in the management of the company.
GIA-USA, the minority shareholders, took the matter to the International Court of Justice at The Hague in the Netherlands and the case has become a legal quagmire as of date.

They also stole personal belongings and assaulted some of the victims.
Mr John K. Asumah, a member of the local neighbourhood watch committee, told the Ghana News Agency that the Police were to make an arrest.
He said the first robbery took place when the armed robbers attacked the Allied Petrol Filling Station at Suhum "44" and made away with millions of cedis.
The second robbery occurred at the Allied Filling Station at Suhum "Ali" where the robbers shot the watchman on duty, broke into the office and made away with all the day's sales. Mr Asumah said the third robbery took place at the Total Filling Station at Suhum Okorase, where about seven masked armed robbers stole millions of cedis. He said the armed robbers also attacked the District Pastor of the Church of Pentecost and robbed him of huge sums of monies, including some foreign currencies and also assaulted his wife and the daughter in an attempt to rape them. Mr Asumah said the robbers later attacked the residence of the Kuukua Chief, a retired Nurse and some National Service persons and robbed them of their monies and some personal effects and additionally assaulted them. He said some of the victims were admitted at the Suhum Government Hospital. Mr Asumah said the robbers included young girls whose ages range between 16 and 18. They were armed with locally made pistols and other offensive weapons.
He said at the moment, residents of Suhum are living in fear as a result of the nature of the attacks and appealed to the Inspector General of Police to equip the Suhum Police with the necessary logistics to be able to combat the crime wave.
When the Suhum Police were contacted, a spokesman confirmed the cases and said the Police did not have a vehicle to patrol the town, especially in the night. | | Floods destroy 991 houses, 11,295 farms in Northern Region | Tamale, Sept. 19, GNA - More than 991 houses and 11,295 farms have been destroyed in the Northern Region, following persistent rainfall and spillage from Bagre and Kompienga dams in Burkina Faso. The worst affected communities are West Mamprusi and West Gonja Districts popularly known as the "overseas" which are partly covered by water and cut of from the rest of the region.
Mr. Stephen Sumani Nayina, Northern Regional Minister, disclosed this at a press briefing on the flood situation in Tamale on Friday. He said the main road through Nawuni and Daboya in the Northern Region and Sandema in the Upper East Region were cut off as a result of the over flooding of the Kulpawn, Sisili and White Volta rivers. Mr. Nayina said: "A helicopter is urgently needed to enable us ascertain the condition of the over 80,000 people living within that area".
He said the floods had seriously affected the Tolon/Kumbungu, Saboba, Zabzugu/Tatale, Nanumba South, Yendi and Kpandi Districts along the Oti River.
Mr Nayina said 214 communities and 63,030 persons had been affected by the floods, five schools had collapsed, four deaths were recorded and two people injured.
He said roads and bridges were damaged and most of the communities could only be reached by boat or canoe.
Mr Nayina said water sources including more than 500 hand dug wells and boreholes had been contaminated and expressed fear that this could result in diarrhoea and other diseases. He said the region urgently needed relief items such as maize, rice, beans, cooking oil and utensils, salt, sugar, mats, lanterns, used clothing and medical supplies like drugs and detergents. Mr Nayina appealed to individuals, organisations, development partners and countries to assist the victims to relocate, reconstruct their houses and to rehabilitate destroyed infrastructure. | | About 567 professional teachers denied jobs | Wa, Sept. 19, GNA - Mr. Joseph Kweku Adjei, National President of the GES for postings have been denied the chance to go and teach. The explanation has been that their names had been deleted from the pay roll, and their salaries ceased, when they entered the universities without study leave.
"These frustrated professional teachers are languishing at home. We therefore urge Government and the GES as a matter of urgency, to review this so called policy and tap the full capacity of these teachers for the sake of mother Ghana", Mr. Adjei said. These were contained in a speech read on his behalf by Madam Portia Anafo, Vice National President of GNAT, to delegates of the 3rd Quadrennial 50th Regional Conference of the Upper West Region at Wa on Thursday.
The conference was on the theme: "Professional and socio-economic challenges of the teacher in the face of globalization - The way forward," which was attended by members from the nine districts in the region.
Mr. Adjei bemoaned the endemic shortage of professional teachers and said the situation was a handicap which, if allowed to continue, would ruin the country's educational system.
"Ironically, professional teachers who entered the universities using their own resources because the quota system did not allow them to be paid for the four years, have been refused posting after graduation." He particularly mentioned teacher shortages in particular subject areas such as the Sciences, mathematics and English Language, as well as the technical subjects, and suggested that the current quota system that regulated study leave for teachers should not include these specialized subject areas otherwise it will render government's efforts at achieving quality education useless.
Mr. Adjei, expressed concern about political interferences in certain areas of the Ghana Education Service (GES) set-up, and said the Association would, as a matter of principle, resist any attempt by any political office holder to circumvent these processes for personal gain. The GES, he said, has a process of recruiting, posting and transferring its employees, and that it also has a grievance handling procedure by which all employees who are found to have contravened the code of discipline are subjected to in order to ensure fairness to all. Therefore, Mr. Adjei called on members of GNAT not to allow political persuasions to divide them for, after all, "Governments come and governments go but the profession remains."
The GNAT President commended the government for launching the new National Pension Scheme, and called it a great achievement by the government. He asked teachers to be on the guard to ensure that the scheme was implemented soon, saying: "It will be unwise to sit by and watch the old scheme rolling month after month and thereby aggravating the plight of teachers in the country."
On the implementation of the single spine salary structure, Mr. Adjei called on the government to be more committed to keeping to its part of the bargain and to follow the roadmap for the implementation in January 2010 to forestall any future labour unrest in the country. | | * 18.09.2009 | | Ghana Hosts World Tourism Day Celebrations | Accra, Sept. 18, GNA - Ghana would on behalf of Africa partner United Nations World Tourism Organization (UNWTO) to celebrate this year's World Tourism Day, a release from the Ministry of Tourism said on Wednesday.
