Forms one and two students of the two schools have been asked to go home and a committee has been set up to investigate the cause of the fight.
Narrating the incident to the Regional Minister, Mr. Mark Woyongo, on his arrival at Bawku to assess the situation the Municipal Coordinating Director, Mr. Yakubu Alhassan Abubakar, told the Regional Minster that at about 1000 hours on Saturday a tutor from the BSHS reported to the police that the students were engaged in a fight and security personnel were sent to the school. He said the students renewed the violence at about 1300 hours after security personnel had left the scene and had to be called back.
Mr Abubakar said the injured were taken to the Quality Health Care and Government hospitals in Bawku where 12 of them were treated and discharged.
Mr. Abubakar said in the students destroyed school property including a bore hole, school gate, electrical installations, workshop equipment, air conditioners, louver blades, a mosque, goal post and roofing sheets. He said it is being alleged that the quarrel ensued between a male student of BSHTS who had gone to the campus of BSHS for a dance with a girl friend from that school.
The student of the BSHTS was beaten which did not go down well with his colleagues who went back to their school and returned to BSHS to retaliate.
The Headmaster of the BSHS and the Principal of BSHTS, Mr. Bismark Kpuuli and Alhaji Urmar Alhassan, described the situation as unfortunate and said they had been living together for the past seven years without any fight. They pledged to work hard to ensure that the students in both schools live peacefully.
Mr. Woyongo, addressing the students, expressed shock over the incident and said as students they were supposed to be the future leaders and not to get themselves involved in petty squabbles. He said Bawku was volatile and everything in the area could trigger conflict and warned them that they would be punished if they continued destroying school property. He directed that the Architecture Engineering Service Limited to assess the cost of damage to school property and the students made to pay.
Mr. Woyongo said his administration would not countenance school demonstrations and strikes that lead to destruction of school property. He said his administration would help the Municipal Directorate of Education to enforce discipline in schools in the region and said the area needed more infrastructure and the few should not be destroyed. Captain Frank Gyeibe-Abrokwah of the Airborne Force who is commanding the Bawku Detachment, urged management of the two schools not to hesitate to report students who start violence to the security agencies. He said destruction of property and the injuries sustained by the students could have been averted if the security personnel were informed on time. | | Minister launches road safety campaign | Sunyani, April 8, GNA - Mr. Kwadwo Nyamekye Marfo, the Brong- Ahafo Regional Minister, has launched the region's pre-Easter road safety education and awareness campaign in Sunyani with a call on the public to help promote road safety during the festivities. "It behoves on us as stakeholders - passengers, drivers, pedestrians, cyclists, herdsmen, cart pushers, transport associations and indeed the general public - to put all hands on deck to promote road safety to stem the carnage on our roads", he said.
In a speech read for him the regional minister said statistics showed that road accidents in the region had increased since last year and that the situation in the country was alarming. Mr. Nyamekye Marfo said he found the theme for the campaign, "Road Safety - Everyone's Responsibility" as very appropriate and timely as many people would be travelling to their hometowns for the Easter festivities.
"Let it be the responsibility of all of us to promote road safety in the country. It is the responsibility of passengers to report a drunken driver who drives recklessly to the appropriate agencies for the appropriate punishment to be meted to him." "Pedestrians should be careful when crossing the roads, drivers should observe road signs and obey them and vehicle owners should periodically maintain their vehicles", he said. Mr. Nyamekye Marfo called on all, particularly motorists, to avoid major accident factors such as drunk driving, speeding, non-maintenance of vehicles, careless overtaking and general impatience during the Easter festivities and beyond. Mr. Daniel Wuaku, the Brong-Ahafo Regional manager of National Road Safety Commission (NRSC), said the Easter season registered a high incidence of road accidents and the campaign was aimed at educating road users to protect their lives and the lives of others. He said the education campaign would be extended to the districts in the region, adding that the NRSC was in constant consultation with all major stakeholders to institute measures to deal with the increasing carnage on the roads.
These include the ban on the sale of alcohol at lorry stations, towing of broken down vehicles on highways at the expense of their owners, the establishment of a national drivers' academy and speed limiters on commercial vehicles so they do not speed above 100 kilometres per hour.
Deputy Commissioner of Police Seth Charles Oteng, Regional Police Commander, advised drivers to be focused whilst on the road to avoid unnecessary accidents.
Assistant Superintendent Paul Wesley Baah, the Regional MTTU boss, urged drivers to rest enough whilst undertaking long journeys since fatigue was also a key factor in accidents. Mr. Atta Boahen, an official of the GPRTU, advised passengers to be patient with drivers and not to do anything to distract the attention of the driver. | | * 06.04.2009 | | Govt allocates Kufuor 4 cars | ... two Mercedes Benz cars, two four-wheel to follow Accra, GNA - The Office of the President said on Monday that former President John Agyekum Kufuor had been allocated two Mercedes Benz saloon cars and arrangements had been made to immediately deliver them.
Furthermore, two four-wheel drive vehicles would soon be delivered to him, a statement signed by Mr Mahama Ayariga, Presidential Spokesperson said on Monday.
It said there had been a discussion between the Chief of Staff, Mr John Henry Martey Newman and staff from the Office of the former President led by Mr Kwadwo Mpiani, former Chief of Staff on the subject.
"The Office of the President is unhappy about negative media reportage on the retrieval of vehicles in the custody of the former President.
"The Office of the President is surprised that the spokesperson for the former president, Mr Frank Agyekum, is unaware of all these arrangements. We would like to emphasise that we will not engage in any deliberate action to embarrass the former President."
The furore over cars for the former President began when he was asked to return bullet proof BMW cars for a replacement.

Speaking to the Ghana News Agency on arrival at the Kotoka International Airport, the Minister said the conference received and adopted a regional policy on labour and the formulation of a regional plan of action for ECOWAS.
He said the Ministers looked at various proposals and geared towards the harmonisation of labour policies in West Africa. Mr Kwao said, key among them were employment creation, youth empowerment, and poverty alleviation strategies.
He said the conference later adopted a draft international standard on labour, employment promotion and development, the call for social dialogue and the dignity of labour with a special focus on an agenda calling for the recognition of the interest of those who are socially marginalised. > BACK to TOP < | South-Dayi citizens urged to help provide facilities for ICT education | Peki-Tsame, (V/R), April 12, GNA-Citizens of South-Dayi have been urged to help provide facilities for Information Communication Technology education for pupils and students in their respective communities. Mr Edem Asimah, Member of Parliament for South-Dayi made the call at the inauguration of a computer centre and library at the Peki-Tsame Basic Schools on Saturday.
He commended Peki-Tsame for setting the pace by establishing the first such computer centre through the instrumentality of Mrs Mawutor Ndenya-Akpedonu, who provided 30 computers and accessories made up eight laptops and 22 desktops at a cost of 30,000 dollars.
Mrs Ndenya-Akpedonu, who is also the development Queen (Ngoyifia) of Peki-Tsame, resident in the United States also provided books worth 10,000 dollars for the basic school library.
Mr. Asimah said knowledge in ICT has become an important factor in people's abilities to fit into the modern way of life and therefore a must for all children no matter where they found themselves. He therefore, commended Mrs. Ndenya-Akpedonu for helping her community with "this most vital component of education today" and called on the leaders of Peki-Tsame to plan towards the regular maintenance of the computers.
Mrs. Ndenya-Akpedonu said she would next add an internet facility to the computer centre so as to keep her people in touch with the rest of the world and for students and pupils in the community to broaden their horizon.
Togbe Baduvie IV, Chief of Peki-Tsame thanked Mrs Ndenya-Akpedonu, "our development Queen" and her colleagues from the USA for providing the computers and the books for the establishment of the computer centre and the library.
He said the facilities were important keys with which the community, especially its young ones could unlock the world's challenges and opportunities, fight ignorance, disease and poverty. Togbe Baduvie said the pupils in the community are fortunate to be given a head start in ICT education which has been integrated into the Basic school syllabus by government which is yet to provide the computers for teaching the subject.
"I therefore take this opportunity to appeal to our teachers, pupils, parents and the community to do their utmost to ensure that we make maximum use of the facilities including their maintenance". Mr. Samuel Yao Bortsi, Chairman of the Accra branch of the Peki-Tsame Central Union told the Ghana News Agency that the community refurbished two classrooms at a total cost of 2,500 Ghana cedis to accommodate the computer centre and the library. He said the community has also employed a computer instructor, technician and librarian to run and maintain the two facilities. > BACK to TOP < | | | | 11 April 2009 | | MP donates to Akim Oda Robbery Victims | Akim Oda (ER), April 11, GNA-Mr. Yaw Owusu Boateng, Member of Parliament (MP) for Akim Oda constituency has donated GH¢ 1,300 to victims of armed robbers who severely beat them up and took away their personal belongings and monies totalling several thousands of Ghana cedis.
The victims included six National Service personnel of the Birim Central Municipality who received their allowances a day before the incident and other co-tenants who are traders. They were brutalised and robbed at a gun point at their residence at Community Six at Akim Oda, sometimes in February this year. The donation from Mr Boateng's share of the MP's common fund was to help alleviate the suffering of the victims, especially the service personnel.
Making the presentation during which each of the Service Personnel received GH¢100, the MP expressed concern about the situation and described it as unfortunate, saying he was thankful to God that none of them was killed. Mr. Boateng urged the victims to be brave as they went about their daily activities in the Municipality, adding that in consultation with the Divisional Command of the Police, regular intensive night patrol would be mounted in the area and the entire Municipality to help ward off criminals.
Mr Jeremiah Appartain, Municipal Director of the National Service received the donation on behalf of the victims. He thanked the MP for the gesture and pledged their commitment to continue to work diligently, in spite of the robbery so as to contribute their quota towards the progress and development of the Municipality in particular and the nation as a whole. Meanwhile the Akim Oda police have arrested a group of armed robbers in a different operation and had identified some of them as having taken part in the Community Six raid. > BACK to TOP < | | Reactivate PWC, SCC and SHC | Winneba (C/R), April 11, GNA- The government has been urged to reactivate three major state owned companies which have not been functioning actively for decades now, to create adequate employments for millions of Ghanaians currently yearning for jobs.
The companies are the Public Workers Department (PWD), the State Housing Corporation (SHC) and the State Construction Corporation (SCC). The call came from the Right Reverend Bishop Dr. Godfred Zormelo, a Senior Clergyman of the African Methodist Episcopal Zion Church, during a special Easter interaction with the press at Winneba on Saturday. Rt. Rev. Dr. Zormelo charged Ghanaians to erase from their minds the perception that the state-owned companies cannot be efficient and effective if even managed by qualified technocrats.
He said what was seriously lacking in the management of state companies is effective and uncompromising monitoring machinery that would ensure that management of these companies did the right things. The Senior Clergyman said a good number of Ghanaians who have had the opportunity to visit some Asian countries often compared Malaysia with Ghana because "we started on the same note with Malaysia." He reminded such people that the immense successes the country had chalked over the year was mainly due to the sustained effective and efficient running of their state-owned agriculture and other economic industries and not the total reliance on private entrepreneurs. This way, Rt. Rev. Dr. Zormelo maintained, Malaysia had been able to curb unemployment because its vast state industries were still in a position of absorbing the ever-increasing unemployment rate. He recalled the good works of PWC, SCC and SHC in the early part of Ghana's independence and expressed the hope that the government could re-activate and quip the three inactive state establishments to reduce unemployment challenges confronting the nation. Dr. Zormelo, expressed the belief that when revived the PWC and SHC could conveniently take up the rehabilitation of government buildings and put up affordable housing units for Ghanaians whiles the SCC could also deal with other construction activities. > BACK to TOP < | | 10 April 2009 | | NDC Now Has 50% Of Parliamentary Seats | Accra, April 10, GNA - The ruling National Democratic Congress (NDC) now has 115 out of the 230 seats in the Fifth Parliament of the Fourth Republic of Ghana with the declaration of Asutifi South Constituency 2008 Parliamentary Election Results.
Alhaji Collins Dauda, NDC Candidate for the Constituency, was on Friday declared winner of the Election held on December 7, 2008. He polled 10,984 votes as against 10,970 votes for Mr Yiadom Boakye-Boateng, New Patriotic Party (NPP) candidate and 78 votes for Mr George Otchere of Democratic People's Party (DPP).
Mr Henry Kwakye Adjie, Returning Officer of the Constituency, announced the results in the presence of the Brong Ahafo Regional and the Constituency Officers of the NDC and NPP, the Media, Police and Officials of the Electoral Commission led by Mr Kwesi Arthur Yeboah, the Deputy Brong Ahafo Regional Director of EC.
Also present were Mr Kwedwo Nyamekye Marfo, the Regional Minister, and Mr Eric Opoku, Deputy Regional Minister.
A large number of NDC supporters, who had arrived in buses, went into wild jubilation when the results were declared.
A contingent of baton-wielding Policemen was deployed at the Regional EC premises, where the results were declared.
The declaration of the results followed a unanimous decision of the Supreme Court on Wednesday against a Sunyani High Court's ruling that restrained the EC from declaring the results.
The Sunyani High Court had upheld a petition that sought to restrain the declaration of the winner of the Asutifi South Constituency Parliamentary Results.
The Supreme Court unanimously declared that there should be no further hearing of the Asutifi South election petition at the Sunyani High Court.
This followed the granting of a certiorari application brought before it by Alhaji Dauda, which prayed the Supreme Court to quash the Sunyani High Court's ruling it delivered on the election petition on January 6 2009.
The Supreme Court's reason for its decision was that an election petition could only be filed after the Electoral Commission (EC) had declared a winner.
After its unanimous decision had been read by Professor Justice Samuel Date-Bah, the Court, presided over by Mr Justice William Atuguba, awarded cost of GH¢1,000 against Mr Boakye-Boateng.
The three other panel members were Ms Justice Sophia Akuffo, Mrs Justice Rose Owusu and Mr Justice Paul Baffor-Bonnie.
After the election Mr Boakye-Boateng petitioned the High Court to restrain the Electoral officers in the Asutifi constituency from declaring the results.
He alleged that the entire process of collating the results needed to be investigated, because apart from it being fraught with corrupt practices, the NDC candidate and the electoral officers were involved in electoral malpractices.
After the High Court overruled a preliminary objection raised by Counsel for the NDC candidate on December 22, 2008, the Electoral Commission (EC) petitioned the Court of Appeal (CA) to order the High Court to stay proceedings on the matter. Mr Sam Codjoe was counsel for Alhaji Dauda, while Nkrabeah Effah-Dartey and Mr E. O. Armah represented Mr Boakye-Boateng and the EC, respectively. With the declaration of the Asutifi South results, only that of Akwatia Constituency is outstanding. 10 April 09
> BACK to TOP < | | Tourism Minister made honorary queen-mother | Kpetoe, April 10, GNA - The chiefs and people of Agotime Traditional Area on Saturday conferred an honorary queen-mother status on Mrs Juliana Azumah Mensah, Minister of Tourism under the title Nana Benyo II.
Mrs Azumah Mensah also Member of Parliament (MP) for Adaklu-Anyigbe becomes the queen in charge of development in the traditional area. Her new positions were conferred on her at a victory rally organized by the chiefs and people in her honour. Nene Nuer Keteku III, Konor of the Agotime Traditional Area who presided over the ceremony, described Mrs Azumah Mensah as an intelligent and hardworking woman whose appointment to the Tourism Ministry has become a source of inspiration to young people especially girls in the Traditional Area.
He said Mrs Azumah Mensah had brought honour to the Traditional Area which would support her in developing its tourism potentials and that of the country.
Nene Nuer Keteku commended President John Evans Atta Mills for appointing "a daughter of Agotime land" and said the community was grateful for the honour.
Mr Elvis Ativor, a Representative of the Youth in the Traditional Area said the appointment of Mrs Azumah Mensah "suddenly created optimism" among the youth in the district and expressed the hope that the Minister succeeds in her role as a Minister. Mrs Azumah Mensah expressed gratitude to the chiefs and people of the Area for the confidence reposed in her for renewing her mandate as their MP.
She noted that it was that "push" and her work in Parliament that attracted the attention of the President. Mrs Azumah Mensah said her topmost priority would be to promote domestic tourism and market Ghana's Kente which she described as of very high quality.
She advised students especially girls to take their education serious and win their places in decision-making at all levels in the country. Mr Joseph Amenowode, Volta Regional Minister urged supporters of the National Democratic Congress to accept the President's nominees for Metropolitan, Municipal and District Chief Executives in good faith. He said this is because the President made those nominations in his own wisdom and would not hesitate to terminate the appointment of non-performers. There were goodwill message from the Volta Region Parliamentary caucus and other friends. > BACK to TOP < | | Zita And The Alleged Phone Plot | Had it not been a phone interview, a personal encounter would have erupted between Hon Zita Okaikoi, the Minister of Information, and Kwabena Amoako, a reporter from the Statesman newspaper. Zita Okaikoi complained that Kwabena Amoako had surreptitiously planted a cellular phone with recording capabilities in her handbag without her knowledge, this she said, happened when she visited the Statesman’s office as part of her familiarization tour of media houses since she became a minister, so as to identify their challenges and help solve them.
Speaking to Peace FM, Hon. Okaikoi said it was a deliberate attempt by the reporter to record or monitor her activities, which was illegal. She described the act as intruding into her privacy because if she had not seen the phone earlier, she could have naively handed it over to Kwabena after it had captured her private conversations. She said she became furious when Kwabena sent information to some radio stations that she (Zita) had stolen his phone.
In reaction to Hon. Okaikoi’s statement, Kwabena who was also on phone listening to Zita described her statement as false stating, “I am really astonished by her statement, it is a lie”.
According to him, the minister made a mistake and picked up the phone while it was on the table where she sat. He also dismissed the allegation that he reported the incident to some radio stations to the effect that Hon. Okaikoi had stolen his phone.
Kwabena who was clearly unhappy about the minister’s accusation said “if this is how Hon. Okaikoi wants to make this story, I will also advise myself”, he added.
> BACK to TOP < | | | | 09 April 2009 | Over 1,600 Ghanaians are killed annually through car crashes | More than 1,600 people are killed annually through road traffic accidents, Mr Kwaku Oware-Boateng, Ashanti Regional Manager of the Road Safety Committee, has announced.
He said 43 percent of the fatalities involved pedestrians with about 23 percent representing children below the age of 16 years. These accidents, according to him, cost the nation an average of 1.6 percent of the Gross Domestic Product.
Mr Oware-Boateng gave the statistics at a meeting for operators within the road sector in Kumasi on Thursday. Attending the meeting were Insurance Operators, driver associations and car owners.
Mr Oware-Boateng, attributed 60 percent of car crashes in the country to speeding saying the Ashanti Region was among the top five that accounted for more than 70 percent of the fatalities in the country.
He expressed concern about what he said was the unacceptably high rate of accidents on the road. "We cannot look on, we need to sit up and re-examine our strategies in order to arrest the situation."
He called on all Ghanaians to be involved in efforts at bringing down the spate of car crashes.
He advised motorists to desist from using mobile phones whilst driving, adding that they must avoid wrongful overtaking and ensure that they maintained their vehicles regularly. Mr Noah Tetteh Matey, Regional License Officer of the Driver Vehicle Licensing Authority, blamed road traffic accidents on recklessness on the part of some drivers, lack of proper maintenance and the bad nature of some of the roads. He urged drivers to learn the road signs and behave responsibly on the road.
> BACK to TOP < | | Baby developed outside the womb delivered successfully in Bolgatanga | Bolgatanga, April 9, GNA - A woman who successfully carried a baby outside her womb for nine months was delivered of her child in the Bolgatanga Regional Hospital by surgery.
The baby and mother are both doing fine. A Ghanaian Gynaecologist in the Bolgatanga Regional Hospital, Dr Peter Baffue and a Cuban Gynaecologist, Dr Barbara Ferrcipe also working at the hospital jointly carried out the exercise. This came to light during the Annual Regional Scientific Week of Cuban Medical Staff held in Bolgatanga, Upper East Region. It was meant to review the activities undertaken by the Cuban Medical Staff in the Region, the programmes they successfully undertook, and the problems they encountered.
Speaking to the Ghana News Agency, Dr Baffue said the pregnant woman had been in labour for three days before reporting to the hospital and the surgery turned out successful, without any effect to her and her baby. He explained that it was very rare to have a successful full term pregnancy outside the womb, saying such conditions known as ectopic usually aborts either involuntarily or by surgery when it endangers the life of the mother.
It is also not common to perform abdominal pregnancy surgical operation without the mother or the child dying, he said, adding that, "the Bolgatanga Hospital is probably the first in the country to have such success".
Some of the Cuban Doctors who are also lecturers of the University for Development Studies at the Navrongo Campus had been able to reform the Biochemistry studies to march the standard of other universities in the country.
Out of the 17 Cuban Medical Staff in the Region, eight are working in the Regional Hospital some of whom are physicians, Nurse Anaesthetists and laboratory technicians. Others are serving in the Districts.
In his opening remarks, the Regional Director of Health Dr Koku Awoonor- Williams thanked the Cuban Medical staff for their immense support to health delivery in the region. He indicated that they were contributing immensely to augment the few medical staff in the Region and noted that, had it not been for them it would have been very difficult to undertake health delivery effectively in the area.
Dr Awoonor-Williams explained that most Ghanaian doctors posted to the Region refused to report and this would have affected health delivery seriously if the Cuban Medical Staff had not been around to assist.
He appealed to the head of the Cuban Medical Brigade in Ghana to endeavour to send more personnel to the Region to augment the few Medical staff.
He suggested that Ghanaian doctors should emulate the Cubans by organizing Scientific Fora regularly, since it would help bring positive development in the health sector, emphasizing that ideas and experiences from such fora could be shared among members to enhance their work. Dr Aduko Amiah, Medical Director of the Hospital, noted that the hospital had since the 80s being benefiting from Cuban Medical Staff and commended them for their hard work. He said they would continue to collaborate with them in the health sector.
Dr Baffue the Regional Gynaecologist, expressed worry about the high incidence of uterine rupture associated with women in the Region, especially those in the overseas area. He said it was a potentially deadly complication and should not be allowed to happen.
Dr Baffue indicated that most of the victims who were not monitored at labour period were brought to the hospital in very bad conditions and said victims of such circumstances should be monitored early at the labour periods to check that anomaly. The Head of the Cuban Medical Brigade in Ghana, Mr Felip Bustillo, lamented over the shortage of health personnel in the Region, especially doctors in the three Northern Regions and said there were many of the Cuban Medical Staff posted to the southern sector who could be re-assigned to the North.
He thanked the Regional Directorate of Health Service for the way and manner the Cuban Medical Team was handled, especially providing them with accommodation. > BACK to TOP < | GT-Vodafone agrees with NCA on phone portability | Accra, April 9, GNA - Ghana Telecom (GT-Vodafone) on Thursday agreed with the National Communications Authority (NCA) that mobile number portability (MNP) was cumbersome and costly, saying the experience of other jurisdictions indicated that MNP usually led to wasteful use of resources.
 In response to a questionnaire administered by the GNA, Major Albert Don-Chebe, Director of Corporate Communication of GT-Vodafone, noted that the experience of MNP was that a much lower volume of customers actually port their number than regulators' anticipated.
"For example, in South Africa, where MNP has been in place since November 2006, only 280,000 subscribers out of 48 million subscribers had ported their numbers in the first two years of operation. "This is a market where pre-paid churn runs at 40-50 per cent, meaning the percentage of customers porting their number is in the low single figures; this experience is matched elsewhere around the world," he said.
The NCA position on MNP was in respect of challenges with porting time, frequency of porting and the projected relative high cost of porting versus the current low cost of sim cards. Maj. Don-Chebe said given that the actual volume of ports, and hence the volume of calls to ported numbers, is generally much lower than regulators anticipated, MNP systems were often over-specified and so a wasteful use of resources.
He observed that what made MNP cumbersome was the need to get operators together to design a practical and appropriate system, and implement it successfully.
Maj. Don-Chebe noted that the real challenges lay in designing a system which operated smoothly, allowing time for implementation and testing, and developing robust rules around the commercial and technical processes between operators so that the consumer's interests were looked after.
Even though he could not say exactly how much it would cost to implement MNP in Ghana, he pointed out that in South Africa, MNP costs in the order of 5.2 million euros for internal development only and a further 11.5 million euros to build the central database system which needs to be shared between the three operators in that country. The central database system is where all ported numbers are kept and shared between the networks so they could easily trace ported numbers to their new networks for the purposes of routing both local and international calls to those numbers.
As per the cost of MNP for individual operators he said "I think that the costs will be greater for the older operators".
Maj. Don-Chebe asked: Where a new entrant was allowing customers to pre-register their choice of number, so that all that changes was the network prefix, "why go through the cost of installing a complex technical solution to a problem which doesn't exist?" In terms of the system of porting that would be suitable for Ghana he said there were benefits and disadvantages to both donor-led and recipient-led porting even though some experts articles had said that recipient-led porting was more in the interest of the subscriber. Donor-led porting is the one initiated by the network that the subscriber is migrating from and the recipient-led porting is the one initiated by the network that the subscriber is question is migrating to.
Experts maintain that donor-led porting provides the opportunity for the operator losing a subscriber to either sabotage the porting process or to try to win back the subscriber in a subtle way. "It is too simplistic to say that donor-led porting is bad; what is most important is to ensure that whichever solution is chosen, there are clear rules governing each operator's responsibility to its old/new customer," he said.
Maj. Don-Chebe said GT-Vodafone was of the view that there was nothing particularly wrong with the "win-back" marketing under the donor-led system, adding that it was an opportunity for a network to offer a customer a better deal if that customer indicated that he was thinking of moving. "What is wrong with allowing an operator to try to keep a valued customer?" he asked.
Maj. Don-Chebe said the critical factor for success would be to convene a practical working party - with each operator contributing technical staff and committed to implementing the solution which is designed. He said customer service "must" be paramount, and that required a well-designed, well-tested system, adding that will take months, not days, to implement. Meanwhile the Minister of Communications, Mr. Haruna Iddrisu, has declared his intention to ensure the speedy implementation of MNP to empower mobile telecom subscribers with flexibility of choice of network whiles maintaining their current phone numbers including the prefix (network code of the previous operator).

"We wish to remind motorists of the need to exercise care and observe the simple road use rules and best road safety practices relative to high speeds, drink driving, driver fatigue and overloading as we approach the Easter season." "It is our expectation that the transport unions will implement the recently agreed measure on the use of vehicle log books and conduct pre-departure checks on the competence of the drivers and the state of the vehicles."
The statement said MTTU had also increased its presence on the highways and accident prone areas to help improve compliance to the existing regulations. "Passengers are encouraged not only to patronize transport services from approved terminals but are also required to be observant of driver misbehaviour and demand what will guarantee their safety," it said, adding "road safety was a shared responsibility and must start with you". > BACK to TOP < | | | | * 08 April 2009 | | Dakurah elected as MP for Jirapa | Jirapa (U/W), April 8, GNA - Dr Francis Bawaana Dakurah, an anthropologist, has succeeded Mr. Edward Kojo Salia as the new Member of Parliament of the Jirapa following his victory in a bye-election election held on Tuesday.
Dr Dakurah, a former cadre during the PNDC era and one time employee of the Social Security and National Insurance Trust, polled 12,518 votes, representing 79.10 per cent of the total votes cast. Mr. Justin Bayelah Dakurah, the New Patriotic Party candidate and the immediate past District Chief Executive for Jirapa, had 3,181 votes, representing 20.10 per cent.
Ms Joycelin Ansiena, a teacher who stood on the ticket of the Democratic People's Party, got 127 votes representing 0.80 per cent of total votes cast.
Certified results from Mr. Jackson Annoh, the District Electoral Officer, showed that out of 34,268 registered voters in the constituency, 16,360 people voted and out of that number 534 votes were rejected. No major incident that could question the credibility of the election was recorded in any of the 105 polling stations in the constituency.
The bye-election became necessary following the death of Mr. Salia in February.

"Wall hangings and various artifacts that visitors may have seen at the Speaker's with some dating from several years back," he added.
In a press statement issued Tuesday, Mr. Sekyi-Hughes explained that his silence on the issue was as a result of being out of the country and that had made it impossible for him to react then.
The statement indicated that stories that were written about him in his absence sought to suggest that he had without prior approval taken away household items from his official residence.
The statement urged social commentators and all concerned to verify the allegations from official records.
It continued that by the constitution of the Fourth Republic the Clerk of Parliament is the Head of the Parliamentary Service, and as Head of the Service, the Clerk, Mr. Kenneth Tachie addressed a memo dated April 18, 2007, to the Parliamentary Service Board, proposing for the agenda titled: POLICY GUIDELINES ON SOFT FURNISHING FOR SPEAKER, THE LEADERSHIP AND MANAGEMENT STAFF OF THE PARLIAMENTARY SERVICE."

> BACK to TOP < | | | | * 07 April 2009 | | Vice President inaugurates Disability Council | Accra, April 7, GNA - The government on Tuesday fulfilled a campaign promise by the National Democratic Congress (NDC) when it inaugurated the Governing Board of the National Council of Persons with Disability (PWD) at the Castle, Osu. The physically challenged had for years lobbied for the establishment of the Council and the NDC pledged that it would do so within 100 days after assuming the reigns of power. On Tuesday, Vice President John Dramani Mahama inaugurated the 13-member Board which is under the chairmanship of Mr Andrew Okaikoi, a business executive. The inauguration is seen as crucial in promoting the welfare of PWDs who are believed to constitute more than five per cent of the population, but have over the years been denied many rights offered their able bodied counterparts.
A remit of the Council would be to work towards removing cultural and structural barriers that tend to stifle the integration of physically challenged persons into all aspects of society. The Vice President urged the Council to help dismiss norms and taboos that had been employed over the ages to stigmatize PWDs and work towards proscribing them. He said government would be assiduous in working for the inclusion of the disabled in all aspects of the society to ensure that they were not left behind or discriminated against on the basis of their infirmities. "They deserve as citizens to fully participate in the progress of the country without being discriminated against," Vice President Mahama stressed. Vice President Mahama charged the Council to ensure that all children with disabilities had access to formal education. The issue of PWDs having difficulty in using public buildings also engaged the attention of the Vice President. He directed the Council to ensure that institutions which were yet to provide easy passage for PWDs at their premises were made to comply with the relevant legislations. Similarly, he charged the Council to work with Metropolitan, municipal and district assemblies on the modalities to be adopted in disbursing two per cent of their share of the common fund to PWDs as demanded by the relevant laws.
Mr Okaikoi, commended the NDC for having the courage in inaugurating the board, and promised to work towards ensuring that the potentials of PWDs which had been left largely untapped were realized for the benefit for the country. He also paid tribute to all those who helped in the passage of the Disability Act for their persistence in promoting the welfare of PWDs. Other members of the Council included Dr Cynthia Bannerman, Dr Bashirideen Iddrisu Kori, Ms Emma Bruce-Lyle, Mr Ivor Greenstreet and Mr Henry Woode.

He said after 52 years of independence most market women sold food items on the ground and under unsanitary conditions which made it easier for the food to be contaminated with bacteria. Mr Bodjah suggested that the ministry should consult engineers for designs and exhibit them for the market women to make a choice otherwise; they would reject structures which were uncomfortable for them. "If that happens, the structures would be white elephants and that would be a liability to the state," he added. Mr Bodjah said there was the need to consider using local materials for the construction to create employment for the youth. He said the structures should be well arranged to facilitate the work of tax collectors.

The workshop, sponsored by Cocobod, was aimed at formulating plans and strategies that could help to eliminate child labour on cocoa farms. In an opening address, Mr. Peter Sekyim, Brong Ahafo Regional Manager of the Division, emphasised the need for children to be nurtured to become physically, mentally and intellectually sound. He called for the enforcement of existing laws to reduce or eliminate all forms of child labour on cocoa farms, as well as cultural practices proven to be detrimental to the well being of children. On their produce, Mr. Sekyim advised the farmers to allow their cocoa beans to ferment for at least six days before drying them to ensure their good quality.
The Regional Manager advised them to use only recommended agro-chemicals like Confidor 200, Actara and Akate Master in the fight against the Capsid disease on cocoa.
Mr. Bernard Brown, Goaso District manager of the Division, said the introduction of a new grading system to detect purple cocoa beans was to streamline the internal controls in the cocoa industry. Mr. Francis Forfoe, district welfare officer, underscored the promotion of widespread acceptance and observance of the convention on the rights of the child and enforcement of the Children's Act of 1998. The participants, who comprised experts from major telecom operators, Internet Service Providers, small scale operators in the software development sector and the media, indicated that, West African countries were being forced to open up their markets without being able to evaluate the cost and gains of the liberalization of ICT services. This came out at a focused group discussion held by the Science and Technology Policy Research Institute (STEPRI) of Ghana last Wednesday as part of the LICOM project, a sub-regional study, which aims at contributing to a better understanding of international challenges of the liberalization of trade in ICTs under the WTO's General Agreements on Trade in Services (GATS).
The project, which comprised four countries, Ghana, Nigeria Senegal and Benin, also intends to encourage the formulation of public policies conducive to the development of ICT and private sector in the sub-region.
The participants also advocated a harmonization of national policies on ICTs and telecommunications in the region within the ECOWAS legal framework in the sector. Even those who supported the liberalization of the sector in the light of the global GATS, which Ghana was a signatory, cautioned that the national efforts must be pursued with the recognition that the private sector's role was critical to the overall growth of the industry.
The group that appeared to be the most worried as it came up at the discussion was the software developers, who strongly intimated that current legislations on ICTs in the Ghana give them limited space to develop their creativities because of low recognition. They said government definition of the ICT sector rested only on the so called "giant" operators such as mobile telecom operators and until recently the Internet Service Providers. "But the small software developers who mostly comprised young graduates with fresh minds and constituted the majority of about 70 percent, are not so much counted," they indicated. Giving an overview of the LICOM project, Dr Godfred Frempong, Director of STEPRI said ICT domination in West Africa is still overwhelming and therefore there was the need to streamline public polices for member countries to take advantage of the numerous services and products the sector offers.
He said the ICT sector ought to be facilitated in its assimilation into the socio-economic activities of countries and this required commitment from governments and all stakeholders within the region. Dr Frempong, who has carried many research activities in the field of ICT in Ghana, identified difficulties to access to finance, lack of human resources and inadequate policies as some of challenges the liberalization of ICTs poses to West Africa. Under human resource for instance, he said, currently in Ghana, due to the inadequate expertise, many companies were using all kinds of means to poach skills workers from sister operators. "This means that the few experts we have, kept moving from one company to another. We need to assist public policy making institutions to get deeper understanding of the trade liberalization on ICT goods as well as build more capacities," he added. The festival, celebrated every year, could not come on last year as a result of the violence that erupted on December 31 2007, during that celebration.
Samanpiid Festival originated many years ago among the Kusasis of Bawku area and is meant to thank God and the ancestral spirits for their protection, guidance and blessing for fruitful harvest after each farming season. The occasion is also used by the people to reflect on their past achievements and shortcomings to enable them to decide on the way forward.
In a speech read for him, the Paramount Chief of the Bawku Traditional Area, Naba Asigri Abugrago Azoka II, expressed his displeasure at the conflict between the two ethnic groups-Kusasis and Mamprusis in the area and said it was retarding development in the area.
Naba Azoka noted that, they should have been fighting poverty, ignorance and disease and appealed to all his subjects, irrespective of their ethnic background to put hatred and conflict behind them to pave way for development.
"I am appealing to my entire subjects, irrespective of ethnic differences to put hatred and conflict behind us and let us together assure the Government that we are poised for development", he said. He indicated that none of the feuding factions had benefited from the conflict and said it had rather worsened their plight. Naba Azoka appealed to the Government to help create employment for the youth in the area so as to prevent them from being idle and using good time to foment trouble.
He appealed to the Government to construct more dams in the area for irrigation in the dry season and stressed the need for the implementation of the proposed Tamne irrigation project of which feasibilities studies had been completed.
Mr. Mark Woyongo, Upper East Regional Minister, reiterated that without peace there would be no development and indicated that the present government had a lot of good programmes and policies which would be implemented to alleviate the plight of the people but that might not be possible if they were still engaged in conflicts. He mentioned that Government had established the Savannah Accelerated Development Authority (SADA) to champion the development agenda of the three Northern regions, including the northern parts of Brong Ahafo and Volta Regions.
He indicated that Government also intend establishing a Sheanut Development Board in the North just as the Cocoa Marketing Board and noted that the Board shall oversee the production and processing of the nuts, among others.
The Regional Minister urged the chiefs and people of the area to use the celebration of the festival to mend broken relationships with their neighbours for peaceful and harmonious co-existence in Bawku. He stated that, government was concerned about the situation in Bawku and would ensure that the matter is resolved as soon as possible.
Mr. Yakubu Alhassan Abubakari, the Bawku Municipal Coordinating Director, expressed over the numerous repercussions the conflict had brought to the area and said many workers posted to the area refused to report for duty while workers also vacated their posts and requested transfer to other areas.
Revenue mobilization of the assembly, he noted, had also been affected and contractors abandoned their work, all to the detriment of the Municipality's development. He appealed to the factions to lay down their guns and assist government and all peace brokers to find a permanent and enduring solution to the conflict. Mr. Cletus Avoka, Minister of Interior, said there was no need for fighting among the feuding factions since they are all one and share things in common.
He said the present government would not countenance the culture of impunity and would deal with anybody, irrespective of political, ethnic and religious background and assured the people that, very soon the truth of the conflict would be laid to bear to resolve the issue. He advised the people to use legal means in resolving their differences, instead of resorting to using weapons and said monies used to purchase weapons for fighting could have been used in productive ventures.
The Northern Regional Minister, Mr. Stephen Nayina Sumani entreated the feuding factions to live in peace and unity since there was no benefit from conflict. Yamoussoukro, April 9, GNA - President John Evans Atta Mills has denied allegations that Government would abolish the National Health Insurance Scheme (NHIS).
He gave the assurance that implementation of the scheme would be reviewed and its shortcomings addressed to improve health care delivery in line with Government's agenda of a better life for all Ghanaians. President Mills gave the assurance when addressing the Ghanaian community at Yamoussoukro, in La Cote d'Ivoire during his visit to La Cote d'Ivoire, Burkina Faso and Republic of Togo. The visit was to express appreciation to the Governments for attending his inauguration as President of the Republic of Ghana last January and seek ways to strengthen bilateral ties with them. In addition, it was to interact with Ghanaian communities in these countries to discuss issues at home with them. President Mills said the scheme would not be abolished while the School Feeding Programme for children in basic schools would be enhanced to cover all children, because currently it was being implemented in one out of every 10 schools.
He said Government would consider a suggestion made by Ghanaians in La Cote d'Ivoire for banks in Ghana to accept identification provided by Ivorian authorities to Ghanaian residents in that country in their transactions as well as the National Identification Programme to cater for all Ghanaians irrespective of where they lived.
President Mills said Government would issue temporary identification documents to Ghanaians living outside to facilitate their transactions with banks in Ghana.
He called on Ghanaians to continue to be law-abiding to maintain friendly and brotherly links between the two countries, because unity was vital, and reiterated his message of national reconciliation, peace and fair without selective justice to anyone. On the discovery of oil, President Mills pledged to utilise the revenue in an open and transparent manner for the oil find to become a blessing on the citizenry.
Alhaji Mohammed Mumuni, Minister for Foreign Affairs, Regional Integration and NEPAD said Government was determined to be honest and transparent in its performance.

Kufuor.
The gift, they say is to put an end to the protracted controversy over state vehicles allocated to the ex-president.
It is three months into the Atta Mills administration, but the controversy over the allocation of state vehicles to former President Kufuor appears far from over.
Eleven state vehicles said to be in the custody of the former president have all been withdrawn while the government has offered him four other vehicles.
Mr. Kufuor had early on rejected the state’s offer to swap two BMWs with two Chryslers, an issue which became a huge public controversy.
Even before the state honours its constitutional obligation, the Concerned Friends of Kufuor says their gift should be enough to end the controversy over the cars.
Spokesperson of the group, Alfred Kwame Larbi says the brand new BMW Seven series will be ready in three months.
The group, he said is made up of businessmen based in the UK, some of who are friends of the former president.
Citing a rubber plantation in Tarkwa, Mr. Larbi said some of the businessmen were beneficiaries of the huge investment atmosphere created by the former president and will be glad to offer a token in appreciation.
The former president has been officially informed about the decision of the group and has expressed his gratitude.
Former Information Minister, Stephen Asamoah Boateng has also confirmed a similar project aimed at raising funds to buy a new vehicle for the former president.

The problem also ranks highest in the overall number of 1,261 cases recorded during the period, Mr Joseph Alex Donkor, Regional Principal Registration manager of CHRAJ, said on Tuesday.
He said Twifo Praso and Dunkwa-On-Offin, in the Twifo-Hemang-Lower and Upper Denkyira districts recorded the highest of 88 and 77 cases respectively, followed by Breman Asikuma in the Asikuma-Odoben-Brakwa district with 68 cases.
He expressed concern about the high rate of child abuse cases in the Region and advised parents to be considerate when punishing or disciplining their children.
He noted that the situation was not any different in Ajumako in the Ajumako-Enyan-Essiam district where 64 cases were recorded, followed by Abura Dunkwa in the Abura-Asebu-Kwamankese district with 55 cases. He said 49 cases of child abuse cases were recorded in Agona Swedru, 31 each in Cape Coast and Mfantseman districts, while Komenda-Edina-Eguafo-Abrem (KEEA) and Gomoa districts had 29 cases each with Awutu-Senya recording 24 cases. Mr Donkor said parental neglect and child beating also featured prominently. Other cases recorded bordered on spousal maintenance and property rights. | | Man posed as police officer arrested for fraud | Mampong (Ash), April 7, GNA - A 35-year old man, Evans Tweneboah Kodua, who posed as a Police Officer and defrauded the Kwaman Rural Bank at Ashanti Mampong has been arrested.
ASP Abdulai Iddrisu, Mampong Municipal Police Commander, who told the Ghana News Agency (GNA) at Mampong on Monday, said the suspect, who hails from Kwaman near Mampong was given away when a fraud case was reported against him as a Police Officer. He was then arrested from his hideout when investigations revealed that he was not and had never been a police officer. Tweneboah, who had earlier taken a loan from the bank as a police officer later closed his accounts and fled the town, but was arrested at a funeral at Kwamam following a tip-off. ASP Iddrisu said a search conducted on him revealed fake Identity Cards for Police and the Fire Services and a hand-cuff. Tweneboah, who in his caution statement admitted the offences, has pleaded for leniency. He would be arraigned on April 27 this year. | | * 06.04.2009 | | Switzerland gives Ghana nine million Swiss Francs | Accra, April 6, GNA - The Swiss Government on Monday signed an agreement with the Ministry of Finance for the release of nine million Swiss Francs (about 7.95 million dollars) in a form of a Multi-donor budget support to help Ghana reduce poverty and enhance economic growth. The amount is part of a 27 million-Swiss Francs (about 24 million dollars) Multi-donor budget support, from the Swiss government to be released yearly between 2009 and 2011.
Mr Nicolas Lang, Swiss Ambassador to Ghana, who announced this during the signing of the agreement, said the amount was a non-refundable grant based on economic performance. The support is expected to contribute directly to government's budget with the aim to help increase spending in areas that will reduce poverty.
He said Switzerland would support Ghana in areas of enhancing private sector development, energy sector infrastructure, trade sector development as well as macroeconomic stability and public financial management reforms.
Mr Lang announced that Switzerland was co-chairing the Multi-donor budget support development partners group from June 2009 to June 2010 and said his country will promote more partnership. The Multi-donor budget support is an official development assistance arrangement under which development partners collectively provide support to government's budget to help implement the Ghana Poverty Reduction Strategy II.
He said Ghana still had many challenges, especially with the global financial crisis and the agreement signed was part of measures by the Swiss government to help Ghana deal with the financial crisis. "Ghana is already a very important focus of Switzerland's development assistance and is considered one of its seven worldwide priority countries in terms of economic development cooperation which is assisted through the Swiss State Secretariat for Economic Affairs," the Ambassador said.
Mr Lang urged Government to address internal challenges to help to achieve poverty reduction and economic growth. Dr Kwabena Duffuor, Minister of Finance, who signed the agreement on behalf of government, lauded the Swiss government's appreciation of the Multi-donor budget support system as an efficient channel for offering donor assistance.
He expressed gratitude to the Swiss government for their continual support and pointed out that Ghana was currently receiving an annual grant of 2.5 million dollars, covering the period 2006 to 2009 from the Swiss government for use by the Electricity Cooperation of Ghana for management support services and extension of electricity to poor people in small towns in the Central Region.
Dr Duffuor said the Swiss Secretariat for Economic Cooperation was also considering a proposal for funding the Public Procurement Authority to the tune of 2.2 million dollars to cover the assessment of procurement entities and sustainable public procurement programmes. "Government is committed to the judicious use of all resources mobilized under the Multi-donor budget support programme to finance the budget," he said, adding that the Public Finance Management System, the Controller and Accountant General's Department and Ghana Audit Service had been improved to ensure efficient and timely budget reporting. This is by virtue of section 243(1) of the Local Government Act, 1993, Act 462, according to a press release by Mr Joseph Chireh, Minister of Local Government and Rural Development in Accra on Monday. | | Three robbers of a 14-gang sentenced 16 years | Kumasi, April 6, GNA - A Kumasi Circuit Court has sentenced John Asante, member of a robbery gang, to six years in jail for robbery. Two of his accomplices, Kwame Anokye and Yaw Nkansah were also jailed five years each after pleading guilty to the offence. Asante was among a 14-member robbery gang arrested by the Ashanti Regional Police Command last year.
The court however granted bail to three others, Yaw Adjei, Naomi Asante and Akosua Foriwaa in the sum of GH¢10,000 each with a surety each to be justified. They have pleaded guilty to the charge and will re-appear before the court on April 15, 2009.
Osei Kwabena, another member, who changed his initial plea of not guilty to guilty and pleaded for leniency, was remanded in prison custody.
Seven others were also mentioned as accomplices in the case and they will reappear in court on April 15. They are Afia Tsetse, Yaw Owusu, Nancy Tweneboah, Patricia Yeboah, Kwabena Nketia, Eric Dwamena and Patrick Nimoh. Police Chief Inspector Alice Ansah, prosecuting, said the gang was believed to have been operating in Santasi Ohwim and other suburbs in the Kumasi Metropolis. The court heard that the accused normally picked their unsuspecting victims with a taxi occupied by a lady or two in order not to raise any suspicion.
After picking their victims the taxi would divert to isolated routes during which the robbers would attack and rob the passenger of valuables, especially cell phones.
| | Kumasi court jails two robbers a total of 75 years | Kumasi, April 6, GNA - A Kumasi Circuit Court has jailed Akwasi Ayeaga, 50 years in hard labour for robbing a trader of her mobile phone and raping her. He pleaded not guilty to conspiracy, robbery and rape but was convicted after his accomplice let incriminated him. His accomplice, Yaw Edward was also sentenced to 25 years in jail after pleading guilty to conspiracy and robbery. Police Inspector Philip Bebli told the court presided over by Mr. Emmanuel Amoh-Yartey that the complainant was a trader living at Asufua in the Atwima-Nwabiagya District of Ashanti while the convicts were drivers.
He said on February 21, 2009, at about 2000 hours, the complainant was returning from church at Abrepo, also in Kumasi and met Edward by the side of the road.
Inspector Bebli said Edward asked the victim whether he could find a taxi cab at that moment and she answered in the positive. Minutes later, a taxi cab pulled up, driven by Ayeaga and Edward stopped it and invited the complainant to join but she told him she did not have money to pay for the fare but Edward promised to pay for her. Inspector Bebli stated that, when they got to Asufua, Ayeaga diverted the taxi through a bush path. The two pulled out a gun and a knife threatening to kill the victim and succeeded in snatching her mobile phone, after which Ayeaga forcibly had sex with her. Inspector Bebli said on February 22, 2009, the complainant informed members of her church about her ordeal the previous night. He said some witnesses who were members of the church and had heard the information of the complainant saw Edward holding a mobile phone for sale and collected it for inspection.
