 Mills tells Ghanaians abroad to have faith in Government
From Benjamin Mensah, GNA Special Correspondent, London London, May 8, GNA-President John Evans Atta Mills has urged Ghanaians living abroad to be focused on the truth, devoid of political misconceptions, have faith in the Government and join hands to improve the lives of the citizens.

He said efforts should be made to distinguish the facts from fiction and falsehood that led to misconceptions that were not in the interest of national unity and development. Addressing the Ghanaian community in London, which was part of his official visit to Britain at the invitation of the British Government, President Mills reiterated his assurance to Ghanaians to be father for all, irrespective of party affiliations, with emphasis on fair play, equal justice and accountability for all to push forward the national development agenda.

He said the nation was faced with challenges, but there were opportunities within those challenges for innovation, ingenuity and ability to tap into the nation's rich human and natural resources to turn the economy around.

The President expressed thanks to Ghanaians resident abroad for their remittances which were a source of foreign exchange to support the Ghanaian economy. Expressing strong belief in divine assistance to turn the nation's fortunes, President Mills said God would show the way for Ghanaians to turn the economy around for further development, reiterating his call for national unity and cohesion.

"We must remember that we are one people with a common destiny", the President said, attracting applause and cheers from the filled-to-capacity auditorium of the Marriot Hotel at Governor Square. " The elections are over, let's put them behind us. The people have spoken. Nobody has a divine mandate to rule. I therefore come as a father for all," President Mills said.

He observed that despite the natural differences in opinion, there was the need for all Ghanaians to be ruled by conscience rather than by their hearts.

The President repeated Government's message of building a better Ghana, and promised to build on the achievements of his predecessor.

" A nation that is always downplaying the efforts of its citizens is not worth dying for," the President cautioned, and entreated all Ghanaians to come together to support Government to move the nation forward.

President Mills said the success of a government depended on the level of its ability to improve on the lives of its people, and re-echoed Government's development agenda based on job creation, investment in the people, strong and vibrant economy in an open honest and transparent government.

He however, added that democracy would not flourish unless Ghanaians invested in it.

President Mills said Government would be fair without selective justice, and the pursuit of justice against people who had offended the law would be preceded by a thorough investigation. " I will do what my conscience tells me is right, but I'll make sure the integrity and sovereignty of the nation is jealously guarded. " At the end of the period, we have no choice than to account to the people," the President said.

Mr. Alex Segbefia, Deputy Chief of Staff said Government had a lot to offer people who wanted to do business in Ghana. He said Government was in no way harassing political appointees under the previous administration with its request to submit state vehicles which were less than two years old since that was the agreement at the Transition Team. Both Christian and Muslim prayers were said for divine wisdom, grace and guidance for the President and the progress of Ghana. 08 May 2009

 Lorry accidents kill 10 in Upper West Region

Wa, May 10, GNA - Ten people have been reported killed in lorry accidents in the Upper West Region within the first quarter of the year. Ten vehicles were involved in the accidents within the period, recording six fatal cases and 14 passenger injuries. Mr. Suleiman Abdul Kareem, Upper West Regional Manager of the National Road Safety Commission made this known at the launch of National Road Safety Commission's Commercial Vehicle Log Book in Wa. He attributed the accidents to bad nature of roads in the region, explaining that while trunk roads in other parts of the country were asphalted, that of the region were either gravelled or tarred. Mr. Kareem said that had led to weak linings thereby creating potholes on the roads shortly after construction. "A case in point is the Wa-Kumasi main road where the Northern Region portion of the road network have been punctured with potholes, which served as death traps to lorries plying there," Mr. Kareem explained.

He also blamed some of the accidents on human errors and lack of maintenance of Lorries among transport owners as well as the non-compliance and inadequate enforcement of laws governing road usage. Mr. Augustine Gyening, an Assistant Commissioner of Police (ACP) at the Regional Police Headquarters in Wa, announced that very soon all commercial vehicles would be fixed with speed limit checks, which would limit them to a speed of 100 kilometres per hour on the highway. He said drivers would be required to introduce themselves to passengers before take-off.

ACP Gyening called for cooperation among road users and the law enforcement agencies to help reduce the rate of accidents in the region.

 President: I Will Prosecute Ex-Ministers
President John Evans Atta Mills has warned that his government is getting ready to prosecute former officials who served under the New Patriotic Party (NPP) administration and that the operation will commence as soon as investigations into their perceived corrupt deals are concluded. Furthermore, he officially justified the latest craze for snatching of vehicles from officials of the Kufuor-led Administration and warned that the operation would continue whether or not the former government officials were in favour of it.

“We are not hesitating about prosecuting them but when you use the word prosecute, you are obviously referring to the legal process and when you go to court, there is a presumption that anybody brought before court is innocent until proven guilty. That means that you must do your home work well and get all the facts and figures before you go to court. “We do not want a situation where you go to court and your cases are thrown out. We owe it to the people of Ghana to ensure that those who have broken the law are made to face the full rigors of the law,” noted the President in an interview with ace broadcast journalist, Alex Jakana of the BBC.

Though President Mills is a direct beneficiary of a government policy that allows the administrative class to purchase their official government vehicles which are two years and over, he warned that there need not be a rule about retrieving vehicles from past government officials. “There does not have to be a rule. You are in government and you are given property and vehicles to enable you do your work. Once you leave government it stands to reason that the property be returned. So if you are using it, are you using it for government purposes or for private purposes?

“I am surprised that the person is talking about the rampant seizure of property. Whose property are we talking about? Is it property that belongs to the people or property that belongs to the state? If there is any property that belongs to the state, anyone in possession of this property must hand it over to the state. Our problem as a nation is that we do not have any inventory of our assets and therefore, in one or two cases, there have been some uncertainty about ownership but I can assure you that whatever belongs to the government would be retrieved whether the people in possession like it or not,” he told the BBC.

The warning comes from President Mills weeks after his office had sent an official apology to the flag-bearer of the NPP for the 2008 elections, Nana Akufo-Addo, after security officials from the seat of government forcefully snatched his private vehicle on allegations that the said vehicle belonged to the state. Though it later turned out that the claim was false, another batch of Castle operatives snatched yet another private car of Nana Addo and many more of other NPP faithful, as well as private individuals. Speaking to Joy fm, Presidential Spokesperson Mahama Ayariga, confirmed media reports that the President and his controversial entourage were lodged in a plush hotel in the UK, but added that the British government would foot a larger chunk of the bill. His claim was in apparent response to a publication by the Statesman newspaper which reported that though the government said the President had a 25-member entourage, the paper’s investigations showed that his entire entourage was over 40 and the cost of the trip conservatively estimated stood at £160,000.00 (US$233,000.00).

According to the paper, 25 members of the team, including the President, are staying at the plush Royal Garden Hotel, Royal Borough of Kensington & Chelsea, London and that the first couple is chilling in the profligately luxurious £1,380.00 per night Royal Suite, with a violet and gold Tudor bed. Daily Guide’s checks from sources in the UK have revealed that it is completely untrue that the President has a team of 25 members and that indeed, the actual number stands at 47. The UK sources noted that the team arrived in London in three groups and that the first one had 15 members, the second had 12 members and the final team had 20 members.

Movement wants Nana Akufo-Addo as NPP flagbearer

for 2012

Kumasi, May 9, GNA - The "Nana Akufo-Addo for President 2012" (NAFOP 2012), a pressure group, has stressed the need for the leadership of the New Patriotic Party (NPP) to settle on Nana Addo Dankwa Akufo-Addo as the party's flagbearer for the next presidential elections.

"Nana Akufo-Addo has proven to be capable of leading the party back to power as his track record of selflessness, commitment to the NPP's cause, courage and truthfulness make him stand tall among the rest", the movement said. This was contained in a statement jointly signed by Odeneho Nana Oppong and Mr Joseph Kwadwo Boampong, National Chairman and General Secretary, respectively and issued in Kumasi on Saturday. It stated that even though the NPP was yet to decide on who should lead the party into the next general elections, "it was the hope of NAFOP that the leadership of the party will take the organisational abilities and competence of Nana Akufo-Addo into consideration by giving him the nod".

The statement reminded well-meaning NPP supporters that Nana Akufo-Addo enjoys massive support not only from his own party members but also from other political parties as was evidenced in the massive votes he obtained in the last elections. It called on members of the NPP, who shared in the vision of Nana Akufo-Addo, to put in serious efforts at broadening the support base of the party at all levels to enhance the party's bid to return to power in 2012. The statement appealed to members of the movement in all regions to strengthen their organisational abilities and internal structures for the task ahead.

Trial of six policemen in the Dworwulu

robbery case begins

Accra, May 8, GNA - The trial of six policemen and five others allegedly involved in robbing a Ghanaian businessman of 53,000 dollars and other personal belongings in a hotel at Dzorwulu, Accra began today. The accused are Deputy Superintendent of Police (DSP) Patrick Kwapong, Chief Inspector Thomas Adu, Sergeant John Adjapong, Corporal Lawrence Dennis Quansah, Lance Corporal Karim Muntari and Constable Benjamin Blejumah. The rest are Aams Amanor, Kwasi Tawiah, Peter Kwame Gyasi aka Kwame Tawiah and Bismark Ampofo. They are being held for conspiracy.

Apart from DSP Kwapong, the rest are facing additional charge of robbery. They have all pleaded not guilty to the charges and have been remanded into custody. The businessman, Mr Kweku Duah was first to mount the witness box. Led in evidence by Ms Cynthia Lamptey, Chief State Attorney, Mr Duah said on February 2, this year he was in his hotel room when Amanor brought two men namely one Kwame Tawiah and Jeffery now large, to transact gold business.

During their interaction, the two men asked him to convince them that I was serious about the business. Mr Duah who testified in Twi said he therefore brought out two envelopes, each containing 25,000 United State dollars each in the presence of Amanor. The witness said he received a call from the hotel reception that some Policemen were looking for him. According to the witness, during the transaction Amanor went out and unknowingly locked the door.

"When I held the handle of the door, to go and see the Policemen at the reception, I realized that the door had been locked," Mr Duah said. As I turned, the witness said, Jeffery pointed a gun and ordered him to surrender his money else he would kill him.

"I raised my hands and questioned why I should part with my money. In the process I managed to overpower Jeffery and escaped through the window."

Mr Duah said he managed to request a staff of the hotel to call the Police.

"I however bumped into armed Policemen and a soldier whom I observed did not have any name tag on their uniforms." The witness identified one of the armed Policemen as Chief Inspector (C/I) Adu as one of the armed policemen whom he bumped into. Mr Duah said C/I Adu slapped him and told him that he was lucky that he was at a hotel else he would have shot him.

Witness said the soldier also punched him in the face and he fell while another one whom he cannot identify stamped his head. According to him, Muntari and Blejumah were present when the incident took place.

Mr Duah said because he was handcuffed, C/I Adu and a soldier removed the two envelopes containing 50,000 US dollars from his right and left pockets and pushed him into a waiting Mercedes Benz." He said Adjapong drove the Mercedes Benz while C/I Adu sat in front while he sat in between another Policemen and the soldier. "I received punches which ever way I turned and blood splashed in the car because I could not clean it.

According to the witness, his passport, mobile phone, air ticket, 3,000 dollars and 800 Euros were taken away.

Witness said on their way to the Tesano Police Depot, C/I Adu received a call and he (Adu) told the caller that; "My love tonight I will make you happy because I have received the money."

The facts are that Aams Amanor had been known to the complainant, Mr Kweku Duah, when they were in Switzerland. Sometime last year, Mr Duah told Amanor he wanted to come to Ghana to buy gold and Amanor opted to assist him.

Mr Duah arrived in Ghana on February 1 and checked into Relax Court Hotel at Dworwulu in Accra and got in touch with Amanor who briefed him about the supposed suppliers of the gold.

On February 2 at about 2200 hours, Amanor and Jeffery, now at large, who was armed with a pistol, accompanied by Gyasi, and a Nigerian now at large, went to the hotel room of Mr Duah under the pretext of transacting the gold business. The said business was to take place between the complainant and Jeffery.

Before the meeting, Jeffery and the Nigerian had arranged with Amanor, who had also instructed Chief Inspector Adu, Sergeant Adjapong, Corporal Quansah and a soldier, who is at large, to go to the hotel. When they got to the hotel, they met Lance Corporal Muntari, Constable Acheampong and Constable Blejuamah.

They broke into Mr Duah's room and Jeffery pulled out a pistol on Mr Duah who they beat until he started bleeding in the nose. The attackers later searched Mr Duah and took away two envelopes containing 53,000 dollars, 800 Euros and GH¢2,000. They also ransacked Mr Duah's room and took away a black bag containing two walkman CD players, a digital camera valued at 4,000 dollars; two bunches of keys and a Standard Chartered Bank cheque book. The accused persons arrested the complainant and later abandoned him at Tema. Hearing continues on May 11.

 Editorial: State Bungalows Looted by NPP Ministers?
Yesterday Joy FM carried a story about the pillaging of vacated government bungalows, by supposed thieves. This came to light when the Minister for Water Resources Works and Housing, Hon. Albert Abongo, visited some of these bungalows, which are mainly in Accra, with journalists to inspect them.

The Chronicle is worried about this new development, because civil and public servants have the responsibility of ensuring that before they move to occupy any government bungalow, an inventory must be taken of all the items in the house. Likewise, when the occupant is leaving the same procedure is taken, in the presence of the one leaving, and an account is taken of whatever is missing or damaged, and the necessary repairs/maintenance done before a new occupant also moves in.
This is done with the military in this country. When an officer is moving into a another military bungalow, an inventory is taken of the items in it, and the same is done when that officer is leaving, and you do not hear about things going missing with both former occupants and the institution responsible for the asset denying knowledge of what had happened to the missing items. Unfortunately, this was not done in the case under reference.
The Chronicle thinks it is high time those in positions of responsibility live up to expectations and go about their work responsibly, for whoever was responsible for this mess - whether the ex-civil/public official who occupied these bungalows or those responsible for their maintenance and upkeep - should be held accountable, so that this canker of looting state properties after using them at the expense of the taxpayer ceases, while we stop politicizing these irresponsible behaviours

 600 workers locked out as steel company shuts down

Kpone, May 7, GNA - Over 600 workers of the Western Steel and Forging Limited in Kpone near Tema have been locked as management of the company shut down its operations indefinitely after the workers allegedly embarked on an illegal strike action on Wednesday. The workers, who engaged in a demonstration inside the factory refused to work or comply with conditions of the Collective Bargaining Agreement (CBA) to back their demand for the dismissal of Mr Kyeremeh Kofi Awuah, the company's Human Resource Manager.

The four-year old company deals in manufacturing of iron rods and forging of metals.

They argued that, Mr Awuah does not guarantee their demands for loans as well as ignore their welfare issues including accidents while he cancelled their salary advance payments.

Other reasons were that, some of the new employees were being paid more than their seniors, while overtime claims were not calculated in accordance with the CBA.

On Thursday when the Ghana News Agency went to the premises, the gates of the company were firmly shut and guided by the police and the company's security personnel while the workers stood in groups outside discussing their plight.

Mr Michael Koompon, a leader of the workers alleged that management has refused to heed to their demands leading to the "peaceful demonstration" on Wednesday.

Mr Koompon further claimed that the police forcefully sacked the workers from the company premises on Wednesday evening adding that, four of the workers were arrested for no cause while several others were assaulted and wounded with rubber bullets. Mr Awuah on his part told the GNA that the workers on March 18 this year laid some grievances before management, including the termination of his appointment.

Mr Awuah said the workers also demanded for new union leaders as well as a withdrawal from the General Manufacturers and Metal Workers Union to which they belong.

Based on their demands, management have been meeting with the leadership of the workers to address their concerns, adding that, the latest meeting before the strike action was held on April 22. The Human Resource Manager indicated that management was meeting with the mother union to evaluate the situation and rectify the problem in the shortest possible time for the company to be re-opened. Superintendent Laar Baman, District Commander of the Kpone District Police said the workers did not inform the police as required by the Public Order Act before embarking on the demonstration. Superintendent Baman said police personnel from his outfit and the Tema Buffalo Unit were detailed to the premises when management informed them of the situation.

He said all efforts to get the workers out from the premises after they had refused to work proved futile, as they gathered stones and metals in front of the company leading to the personnel using tear gas and rubber bullets to disperse them.

He added that three of the workers were arrested, cautioned and released for pelting the personnel.

NDC's 4 years mandate is a waste of time -Asabee
Ex-Information Minister, Stephen Asamoah Boateng, says the four year mandate given the ruling National Democratic Congress (NDC) will amount to a waste of the country's time.

Mr. Boateng cited portions of the NDC manifesto which targeted a 5.8 per cent growth in the Gross Domestic Product for 2009, saying "if we (NPP) grew the economy to 7.3 and they tell us 5.8, it means they can't handle it."

The NDC has posited Ghana to hit middle income status in the year 2020, but this Mr Boateng insists has put the country five years back.

He argued the NPP before leaving office had targeted 2015 for Ghana to attain middle income status and were on track to achieving the target.

He made reference to the Millennium Development Goals which he said showed that Ghana was on hand to achieve middle income in 2015.

Mr. Asamoah was touting the achievement of the NPP in managing the economy, at a press conference held by officials of the NPP to rebut accusations made by the Deputy Information Minister, Samuel Okudzeto Ablakwa.

Mr. Ablakwa had at a press conference accused the NPP of poorly managing the economy and also issued an ultimatum for ex-government appointees to return state vehicles in their possession.

Nana Akomea, ex-Employment Minister who addressed the press conference said the NPP has shown by the facts and the reality that it is better managers of the economy than the NDC.

Comparing the macro economic indices between the two periods, Nana Akomea said whilst the currency in the 8 years rule of the erstwhile NDC government depreciated by over 600 per cent, it depreciated less than a 100 percent over the same period in the NPP administration.

He said Inflation was over 40 percent in 2000, but 18.1 percent in 2008. International reserves were $233 million in 2000, but 2.1 billion in 2008, and external debt was 156 per cent of GDP in 2000 but was reduced to 27 per cent of GDP in 2008.

On economic growth, he said the economy fluctuated under the reign of the then NDC, with a growth rate of 4.2 per cent in 1997, to 3.7 per cent in 2000, whilst the NPP chalked a sustained growth with 3.8 per cent in 2001, to 7.3 per cent in 2008. In monetary value, the size of the economy was $3.8 billion in 2000, but more than quadrupled to over $16 billion in 2008.

The NPP said the government must rather call for assistance if it cannot manage the economy and stop chasing cars.

High Commissioner urges Nigerians to clean image

Wa, May 8, GNA - The Nigeria High Commissioner to Ghana, Mr Musiliu O. Obanikoro has called on Nigerians living outside their country to collectively stand up and clean their image and not to allow the few bad nuts among them to give them an identity as people associated with criminality. He said the overall good image of Nigeria as a country must be the topmost concern of all Nigerians, pointing out that there is no part in Nigeria that condone criminalities.

Mr Obanikoro made the call when he interacted with the Nigerian community in the Upper West Region in Wa, to find out about their welfare and acquaint himself with members of the community. He urged Nigerians living outside the country to monitor the activities of each other and bring to notice all those persons found to have questionable characters.

High Commissioner Obanikoro said Nigeria was blessed with human and material resources and that what was needed most was to harness them to benefit its people and Africa. He said even though Nigeria and Ghana were two different countries, they have a common destiny and therefore needed to cooperate and work together to help reduce poverty in the sub-region.

Mr Obanikoro urged Nigerians in the Region to live peacefully with Ghanaians and also be law abiding to sustain the good relationship that the two countries were enjoying. Some of the Nigerians urged Mr Obanikoro to persuade the management of Nigerian banks in Ghana to open branches in the regions to facilitate business transaction.

They also called for Nigeria government investment in the Upper West Region to provide work for its youth in the three northern Regions. Mr. Mahmud Khalid, Upper West Regional Minister, in an earlier interaction with the High Commissioner when he called on him, said Nigerians had a dented image and that it was good that the High Commissioner was going round, reaching out to its citizens. He said Nigeria was a major stakeholder in the integration efforts of the sub-region and that there were positive things about that country which many other countries in the sub-region could tap for the benefit of their people.

"Ghana and Nigeria have a dream to unite Africa and that dream should not be seen as being over ambitious," Mr Khalid said. Mr Obanikoro said the progress of the two countries would be a progress for all Africans, especially those in the sub-region. He urged African countries to cooperate to do things to benefit the people and avoid stereotyping one another, which he said was bad and would not help in the progress of the continent.

Land Cruiser used by Nana Akufo-Addo undervalued -CEPS

Accra, May 6, GNA - The Customs Excise and Preventive Service (CEPS) on Wednesday said its investigations have revealed that tax on a Toyota Land Cruiser belonging to Nana Akufo-Addo, former presidential candidate of the New Patriotic Party (NPP) in the 2008 elections, was undervalued.

The investigations revealed that the Landcruiser with registration GN 8104 Y was cleared together with three other Toyota Corolla Saloon vehicles. The Landcruiser was registered in the name of Mr Alex Tetevia, and transferred to Nana Akuffo Addo.

A statement signed by the CEPS Commissioner, Mr E.N. Doku, said the total tax due on the vehicle was GH¢13,007.31 but the taxes paid was GH¢ 4,127.30.

"Though depreciation was granted the importer, due to the state of the vehicle at the time of importation, some malfeasance has been established. Consequently, revenue has been lost to the state."

CEP said it had therefore issued a demand notice to the agent of the importer, Fair Shipping Agencies Limited, for payment of the difference and penalty of GH¢17,760.02.

The statement noted that the officers who handled the transaction had been found to be negligent and disciplinary processes have begun to establish the extent of their culpability.

Twelve NPP officials return vehicles
 Accra, May 5, GNA - Twelve former officials of the New Patriotic Party (NPP) Government have returned their duty post vehicles following the ultimatum issued by the ruling National Democratic Congress (NDC) Government last week.

A statement from the Ministry of Information and signed by Deputy Minister Samuel Okudzeto Ablakwa said few others had informed the appropriate government offices of their intention to return the vehicles.

It said those that had been returned included vehicles that were less than two years old on January 6, 2009, vehicles that were being illegally kept by persons who had not received approval from government and others who had taken away their duty post vehicles without any documentation.

The statement said Government had, following the expiration of the ultimatum, directed the state security agencies to take immediate steps to retrieve all government registered vehicles in the illegal possession of various persons across the country.

However, it said Government hoped that persons who were still in possession of vehicles, especially those hiding the vehicles would return them.

The statement said apart from persons in possession of vehicles that were less than two years old and those whose names had been listed by the Association of Former Ministers (2001-2008), "there are over 50 former officials who either drove away vehicles without notification or are keeping state vehicles."

It said available Government records indicated that those in possession of these vehicles apart from former ministers; included special assistants, special aides, National Disaster Management Organisation (NADMO) operatives and persons who were long relieved of their positions.

The statement noted Government's appreciation of the various persons who returned their vehicles, adding that the Chief Director at the Office of the President was processing any refunds that were due persons whose vehicles were less than two years.

It said among those who had returned their vehicles were Professor George Gyan Baffour, Former Deputy Minister for Finance and Economic Planning, Mr Clement Eledi, a former Deputy Minister for Food and Agriculture, Dr Benjamin Aggrey-Ntim, former Minister for Communication and Mr Frederick Opare Ansah, former Deputy Minister for Communication.
