It therefore expressed concern at the pessimism being articulated about its feasibility.
ISODEC said it was even more saddened by the lack of provision of alternatives that would allow for the poor to have access to health care and the failure of the media to demand same from commentators. A statement issued in Accra and signed by Mr Leonard Shang-Quartey, Convener, Essential Services Platform of ISODEC, said government must feel obligated as its social responsibility to address the health concerns of the teeming number of the poor and vulnerable.
A number of people, including MPs of the opposition New Patriotic Party, and the former Director-General of Ghana Health Service, Professor Agyeman Badu Akosa, have said the one-time-off premium is not possible in Ghana.
The debate was ignited again this week after the Deputy Minister of Health, Mr Rojo Mettle-Nunoo, told Parliament that one of the scenarios which looked at it said it would be expensive for the average Ghanaian. However, ISODEC said: "For the Essential Services Platform, one-time-off premium payment is not only possible but urgently needed. That which is not sustainable is the thousands of preventable deaths which could be avoided only if health care were accessible to all.
"One-time-off premium payment is possible and achievable if government is willing to chart this path. The people of Ghana clearly demonstrated where they wanted to invest their taxes in the 2008 election when they voted for one-time-off premium. Government must respect this mandate." ISODEC said if the use of the term financial sustainability simply meant balancing of the books to account for funds allocated then the larger health goals would be glossed over.
It said a careful observation of health financing from the days of cash-and-carry to the present indicated that the situation ended with government's willingness or unwillingness to act. "The situation where the poor are sent back home with their illness through barriers created by the annual premium payment is not excusable." It said the actuarial studies which had been carried out on the NHIS was only important in helping to ascertain how much it would cost to implement the one-time-off premium payment but not be used as the basis for determining premiums, as that would detract from the social protection intentions informing the policy.
It noted that though the NHIS was de fined as an insurance system, in practice this was not the case because about 70 per cent of the scheme was tax financed, 24 per cent being social security contributions from formal sector workers and only about five per cent received by way of proceeds from mutual insurance schemes.
It said if government viewed unfettered access to quality health care as a priority, then government would take the necessary steps to occasion the necessary trade-offs to ensure access.
"The fact that we are a poor country does not mean that we should allow the poor and vulnerable to fie from their diseases. Indeed, it is precisely because of this that we have to ensure social protection for the poor. "The claim therefore that one-time-off premium payment is not feasible, without accompanying suggestion of how access to the poor could be addressed is most unfair, especially coming from highly placed personalities with huge financial protection and entitlements from the State."
The statement said the decision to move from cash and carry to the NHIS was a political decision that reflected health as a priority area. The statement said government must ensure optimal and efficient utilization of current resources made available to the scheme. The group urged government to explore a way of ensuring a collective benefit of the expected oil revenue through the provision of special levies on oil resources for health financing. | | . | | . | | . | | . | | . | | ______________________ |

| Latest Ghana News Monday, 01 March 2010 WEEK 09 - 2010 | * Friday, 05 March 2010 | Northern Star Tomato Factory Starts Production * Source: | Bolgatanga, March 5, GNA - The five million dollar rehabilitated Pwalugu Tomato Factory, now known as Northern Star Tomato Factory, on Wednesday started the processing of raw tomato into puree for commercial purposes. The management of the company, which had earlier gone into terms with farmers to supply it with the raw material, appealed to them to feed the factory to sustain the production level.
A statement signed by Mr Abdul-Khassim Medjida, Public Relations Officer for the Upper East Regional Coordinating Council (UERCC) and issued to the press in the region, indicated that the company has zoned the region into three areas to enhance the sale of the produce to the factory. Mr Medjida said farming communities such as Pwalugu, Yinduri, Arigu, Cira, Bisigu, Namoo, Tong and Winkogo would sell their produce to the factory on Wednesdays. Navrongo, Chuchuliga, Paga, Mayoro, Kandiga and Sirigu communities Thursdays, while Bolgatanga, Kumbosgo, Kalbeo, Nyariga, Zaare, Sumburungu, Shirigu, Yikene and Zabilla would supply on Friday. The statement said a crate of a 40 kilogramme tomatoes goes for GHC5.40 while the company bears the cost of transportation of the produce to the factory.
The statement said, the Upper East Regional Minister, Mr Mark Woyongo, who was instrumental in getting the factory to start production, expressed joy at seeing the factory beginning operations. The Minister appealed to all stakeholders to cooperate with the management of the factory for a successful operation. The statement concluded that the Minister has earmarked an amount of 3 billion Ghana Cedis for the purchase of tomatoes for the factory.
| | > BACK to TOP < | Ghana Celebrates 53-Years Independence Saturday * Source: VOA | As Ghana celebrates 53 years of Independence this Saturday, the ambassador to the United States is hailing the strong bilateral relations between Accra and Washington.
Ambassador Daniel Ohene Agyekum said Ghana is serving as a shining example envisioned by the founding fathers to all of Africa with its embrace of the true tenets of democracy.
“We will be celebrating 53 years of our independence, and this marks quite an important milestone in our history. It is important because Ghana is now at the crossroads of building a society that is democratic and in which each and every individual member of the society is encouraged to play a role,” he said
Led by first President Osagyefo Kwame Nkrumah and the other founding fathers, the then-Gold Coast attained its independence from Britain on 6 March 1957, becoming the first black African country south of the Sahara to do so. The name Ghana (warrior king) was legally adopted shortly after independence. Ambassador Agyekum expressed gratitude to the countries that have supported Ghana’s efforts to strengthen its democratic institutions.
“As we celebrate this occasion, we are encouraged by the support that we have received from many friendly countries including the United States of America, where I represent the interest of the government and the people of Ghana. It is important because for the relationship of the U.S and Ghana, we have enjoyed tremendous partnership, a partnership that has enabled us to grow our economy, our infrastructure, and I am saying these in all sincerity,” Agyekum said.
On his first official visit to a sub-Saharan African country last year, President Barack Obama said in a speech to Ghana’s parliament that “the people of Ghana have worked hard to put democracy on a firmer footing, with peaceful transfers of power, even in the wake of closely contested elections. And with improved governance and an emerging civil society, Ghana's economy has shown impressive rates of growth,” Obama said.
Ambassador Agyekum said President Obama’s visit to Ghana significantly strengthened the countries’ bilateral relations. “The visit of President Obama did greatly enhance this friendship…We can look into the future with optimism and faith, and of course the people of Ghana and our government are extremely grateful for the hand of friendship that the U.S and the support that the people of the United States have extended to the Ghana government and the people of Ghana,” Agyekum said. Shortly after independence, President Nkrumah said Ghana’s independence was meaningless unless it was linked to the liberation of the entire African continent. Political observers say Ghana’s independence was a catalyst for many African nations to demand their freedoms from their colonial masters. | | > BACK to TOP < | Editorial: Mills Can't Buy Fire Tenders For A Better Ghana? * Source: Statesman | It was reported on March 4, two days before Ghana's 53rd birthday, that a Committee on High Rise Building had been set up to source funding to purchase two fire tenders that can go beyond three floors for the Ghana National Fire Service (GNFS).
The committee, Chaired by Mr Kwesi Bentil of the Bank of Ghana, is made up of representatives of Social Security and National Trust properties Department, GNFS, Silver Star Auto Ltd, Agricultural Development Bank, National Insurance Commission, Ghana Association of Bankers and the National Communication Authority.
At a press conference organised by the Committee and the GNFS in Accra on the recent fire outbreaks in the country, Mr Bentil said it had become necessary to get fire tenders for the service to complement government's efforts.
He said the fire that gutted the Ministry of Foreign Affairs was a wake-up call for organisations in high rise building, hence the need to look for funding to purchase the tenders valued between $1.5 and $2.0 million. Fire,he noted, would always be around due to human activities and negligence and the best way out was to put in place measures to mitigate its effect should it happen.
It suddenly struck us that perhaps an expenditure of $2m could have saved the Foreign Ministry from moving to the Jubilee House, after being forced to abandon its gutted buildings. But, do we have to set up a committee to find that kind of money?
Was it not this same government that found $3m for Haiti as donation for the earthquake disaster there? Yet, this same government cannot find half of that to avoid future disasters in Ghana!
President Kufuor is truly out of touch with Ghana. He did not even make any serious mention of the spate of fires in his speech. It was an opportunity for him to come up with a comprehensive package or plan to reform the GNFS and related matters such as bringing in legislation to ensure that all public buildings are insured.
But, he did none of that. Instead, he chose to surely go slow on this by bringing out the begging bowl. It is the government's responsibility to equip the fire service and we want the President to not shed this.

The Fire Service has proposed, Mr President, please dispose! | | > BACK to TOP < | Mawuli School to put up pavilions for four year programme * Source: GNA | Ho, March .05, GNA - The authorities of Mawuli School in Ho are considering the construction of classroom pavilions in anticipation of the challenges posed by fresh admissions this September. 
MAWULI SCHOOL Mr John Mawusi Kwami Osei-Nyansah, Headmaster of the School, in an interview with the GNA said the School was making arrangements with the Parents Teachers' Association to put up the pavilions as a stop gap measure. He said admissions for year next academic year would place emphasis on day students, if by September the government was unable to construct structures for the fourth year SHS programme.
Mr Osei-Nyansah said at the moment, the boarding facilities at the School were overstretched and could not accommodate any more students. The Headmistresses of Mawuko Girls and OLA Senior High Schools on the other hand did not outline any contingency plans to cope with the challenge. They were hopeful that government would be forthcoming with measures to take care of the situation, saying, they had presented their infrastructural needs to the education authorities.
Authorities of two private Senior High Schools in the municipality said they were making arrangements to put up some temporary structures to accommodate the fourth year of the Senior High School programme. Mr Gabriel S. Kploanyi, Volta Regional Director of Education said the situation would be a very challenging one to both government and the educational authorities at all levels and advised school heads to be innovative in addressing the challenge.
He said having gone round some Senior High Schools; it was evident that the schools needed more structures, to be able to cope with the challenge. Reverend Jerry Hansen Wedanu, a parent, whose child would be enrolled into SHS one in September, said the situation would be embarrassing if the schools were unable to offer admissions into the first year and asked authorities to act in time.
He said children from Junior High Schools were anxious to go to SHS and must be given every opportunity to do so even if it meant having to study under trees.
"It will be inexcusable to close the door to all qualified students." He said the current situation is no fault of students and their parents and must not be made to suffer the consequences Rev. Wedanu said the right to education is a fundamental one, which must not be compromised under any circumstances. 05, March 2010
| | > BACK to TOP < | Major Quashigah to be buried on March 20 * Source: GNA | Accra, March 5, GNA - Major Courage Emmanuel Kobla Quashigah (Rtd), former Minister of Health will be buried on Saturday, March 20 at the Quashigah Family Cemetery at Woe near Keta in the Volta Region. There will be a Military pre-burial service at the Methodist/Presbyterian Church at Burma Camp in Accra, wake-keeping at Kedzi and subsequently at the deceased's residence near the Keta Hospital, Dzelukope.
The Head of the Quashigah Family, Dumega Michael Kwaku Quashigah and the Chairman of the Quashigah Family Union, Professor Kofi Quashigah, who made this known in a press release issued in Accra on Friday, said the burial service would be held at the Keta Secondary School Park on Saturday. The thanksgiving service would take place at the Aggrey Memorial A.M.E. Zion Church, Mamprobi, Accra, while the celebration of Life would take place at the Trade Fair Site in Accra.
The late Major Quashigah was born on September 9, 1947 at Kedzi near Keta and was the first child of Mr. Livingstone Kofi Quashigah popularly called My Happiness and Madam Celestine Dede Katey Dokli both of blessed memory.
He started his formal education at the A.M.E Zion School, Kedzi. Between 1962 and 1969, he had his secondary education at the Keta Secondary School where he obtained his G.C.E. 'O' and 'A' Level Certificates. In pursuit of higher knowledge Major Quashigah gained admission at the University of Ghana, Legon in 1969, but left and enlisted into the Ghana Military Academy.
After nine months of intensive military training, he was selected on merit to continue at one of the most prestigious Military Academies in the world, the Royal Military Academy, Sandhurst in the United Kingdom in 1970. Courage graduated as second lieutenant in 1972 with an Academic Diploma in Economics, War and Communication Studies. He won the Prince Abdul Faisal Award for War Studies and a Cane and Certificate of Honour for being the Best Overseas Cadet and the Highest In The Order Of Merit.
On his return to Ghana in 1972, Courage joined the 1st Battalion of Infantry as a Platoon Commander where he also played as a member of the Hot Barrels Band and later as an instructor at the Junior Leaders Company in Kumasi in 1974.
He set a record as the first Black African to receive the Distinguished Honour Graduate certificate during a Ranger course in the US. He was also trained as an Airborne (Paratrooper) Ranger at the United States Army Infantry School.
From the Ranger Course, Major Quashigah was appointed the Intelligence Officer at the Headquarters of the Second Infantry Brigade in Kumasi and Chief Instructor at the Jungle Warfare School at Akim Achiase. He served as a member of the Armed Forces Revolutionary Council, which handed over power to an elected civilian government in 1979. He also served as Chief Operations Officer at the Headquarters of the Provisional National Defence Council at the Gondar barracks and a Commanding Officer of the Ghana Military Police.
In 1980, he received commendation for Efficient and Effective Command from the then United Nations Interim Force in Lebanon Commander, General Emmanuel Erskine. Major Quashigah bec am e a member of the Directing Staff at the Military Academy and Training Schools and also served as a member of the Police Council. He also studied at the Canadian Land Forces Command and Staff College and the Canadian Staff School in 1987. In 1989, he studied at the Ghana Armed Forces Command and Staff College where on graduation he received the Everand Award for Oratory and Presentation Skills.
In 1992, when he was discharged honourably from the Ghana Armed Forces, he took part in a workshop in Civil Society and Local Government Organisation in Germany and was invited again by the organiser of the programme-Frederick Neumann Foundation to be trained in Political Strategy and Planning. He was also trained in South Africa by the same organisation in Facilitation and Moderation.
Major Quashigah became a member of the Publicity Committee and the National Organisation Committee of the New Patriotic Party from 1994 to 1996. In 1998, he contested and won the position of the first National Organiser of the party. Under the administration of former President John Agyekum Kufuor, he was appointed Minister of Food and Agriculture and later the Minister of health.
In 2003 he was adjudged the Minister of the Year and the Personality of the Year. He also received the Order of the Star of the Volta, Companion Division by Mr Kufuor, during a National Awards Day. On the January 5 this year, he died in Israel where he was seeking medical attention. | | > BACK to TOP < | Cover Up At Burma Camp! This comes on the heels of a letter written by former acting Inspector General of Police (IGP), Madam Elizabeth Robertson on 11th March 2009 to the Command after the said officer made a report about the threat on his life on 25th February 2009 at the Police Headquarters.
According to our sources, the then Acting Chief of Defence Staff, Rear Admiral ARS Nunoo signed individual letters to the officers involved releasing them to face the Police investigators but with the change in the Defence Committee the affected officers have not been released to appear before the Police investigators.
We are told by military sources that after first letter by the Acting IGP on 11th March 2009, a reminder was sent to High Command to produce the officers but the letter was treated with contempt.
When this blog got in touch with Rear Admiral ARS Nunoo to throw more light on the somewhat interesting development, he remained tight lip saying ‘I cannot speak to the issue’.
Meanwhile, the Deputy Director of the CID at that time, Mr. Ken Yeboah who has taken a keen interest in the case has been transferred to the Eastern Region leaving the status of the case hanging.
Our checks at Burma Camp indicate that one of the accused officers is now the Security Coordinator at Ghana’s only international airport and hails from the same town with the current National Security Coordinator.
It is been whispered that he is the ‘brother’ of the National Security Coordinator and was the ‘notorious’ soldier who asked former President Kufuor whether he was going to hand over power if his party looses the elections.
Another one we are told is an officer at the office of the Chief of Staff and holds himself as the transport officer at the castle.
Also, he is the one who allegedly leaked the report on the bogus Board of Inquiry (BOI) set up by Brig General R Winful under the eyes of ‘one pound’ but now prompted to Air Vice Marshal to a private newspaper in Accra for the mud-slugging to begin.
Even though a trained journalist, he has never authored any story before and has a daughter out of wed-lock and was happily sleeping with service personnel posted to his office.
Another we told was the link man between the National Democratic Congress (NDC) then opposition and the soldiers where a strong and massive propaganda was waged for the party.
His boss, a known ‘Church Elder’ was a strong contender for the post of the CDS but has now been appointed an Ambassador.
It would be recalled that few days after Colonel Kwadwo Damoah chastised former President J.J Rawlings for polarizing the military and challenged the authority of Brig General R Winful to set up a BOI, the residence of the former was attacked by a group of unidentified armed men.

A cross section of the residents made the appeal at a forum organized by the Member of Parliament (MP) for Effutu, Mr Mike Hammah on the development of the Winneba-Junction on Monday.
Mr Kwesi Tawiah, a driver showed a letter purported to have been written to him by some armed robbers on a possible attack on him at any moment. According to him four other residents have also received similar letters, which is creating panic, fears and uncertainty. According to him copies of the letters have been sent to the Municipal Chief Executive, MP and District Police Commander for their attention and assistance.
Mr Tawiah said last Sunday a gang of armed robbers attacked and raped some students of a private University in the area at a gun point. He said the robbers also made away with unspecified amounts of money, wedding rings, mobile phones and other valuable items, belonging to a prominent citizen at Gomoa Ansaful near Winneba Junction.
According to him, the citizen who wants to remain anonymous said it took the robbers about 45 minutes to break into the room, but she could not get police assistance when she called the Winneba Police Station. Nii Ephraim, Effutu Municipal Chief Executive, addressing the forum said the assembly had released a vehicle to the police for night patrols, but the vehicle is not strong enough for anti-armed robbery operation. Nii Ephraim who is also the Chairman of the Effutu Municipal Security Committee (MISEC) said the police was under resourced in the areas of transportation and other logistics to clamp down on the armed robbers who have invaded Winneba-Junction and its surroundings, and appealed for public support. | More than 700 displaced in Asante-Akim South * Source: GNA | Atwedie (Ash), March 5, GNA - A heavy rainfall accompanied by strong winds that swept through the Asante-Akim South District on Wednesday, ravaged many buildings displacing more than 700 people. The worst hit communities included Atwedie, Muramura, Asankare and Banka.
A teenage girl, Rose Anim, was injured in the rib by a flying object and has received treatment at the Juaso District Hospital. Mr De-Graft Fokuo, the District Chief Executive, has toured the affected communities to assess the extent of damage and what kind of immediate relief support to be given to the victims. He was accompanied by the District Coordinator of the National Disaster Management Organization (NADMO), Mr Agyemang Boadi and some other officials of the Assembly.
Some of the victims whose buildings were damaged were seen busily trying to fix them, while others stood confused and dejected. The DCE said the assembly would stand by them in their difficult moments. He drew attention to the need for the people to ensure regular maintenance of their houses and plant trees to serve as wind shield. Mr Boadi blamed the disaster on what he said was the indiscriminate cutting down of trees in the area. | The Rev. Newlove Annan to perform at the National Theatre * Source: GNA | Accra, March, 5, GNA - The Newlove Annan, one of Ghana's prolific and versatile composers of choral music, will be performing live at the National Theatre in a concert dubbed "An Evening with Newlove Annan" on Friday, March 12, 2010 at 5:30pm. 
A statement issued and signed by Dr Joyce Aryee, Executive Director of Salt and Light Ministries (SALM), an organization that aims at brining encouragement and hope to people, said the concert is aimed at affirming the works of Newlove and promoting a wider appreciation of choral music in the country.
"Newlove, as he is affectionately called, has to his credit 975 compositions, many of which are performed nationwide in churches by various choral groups."
The statement said the concert which is free for everybody will also feature the Harmonious Chorale and the Methodist Evangel Choir, which Newlove founded.
She said The Rev. Annan was expected to arrive in the country from the United States, where he currently resides, on Thursday, March 4, 2010 and will feature on various entertainment programmes on radio as well as join the two choirs for rehearsals at the SALM Offices.
The statement said Ghana has great choral and classical musical talents like the late Ephraim Amu, Pappoe Thomson, Prof. J. H. Nketia, and Entusa Mesnah, adding that although such remarkable composers are the Handels, Mozarts, Bachs and Beethovens of our country, very little is known about them, their compositions as well as their genre of music. "We have taken it upon ourselves to create platforms to showcase their composition and credit them for their contribution to the development of choral and classical music in the country", the statement said. | Ghana ratifies ECOWAS Convention on Small Arms * Source: GNA | Accra, March 5, GNA - The West African Network of Journalists for Security and Development (WANJSD) on Friday commended Ghana for ratifying the ECOWAS Convention on Small Arms and Light Weapons (SALW). A statement signed by Mr. Francis Ameyibor, WANJSD Deputy General Secretary noted that Ghana's ratification confirmed her position as one of the power blocs in the sub-region.
Other member states of ECOWAS that have ratified the Convention include Nigeria, Liberia, Senegal, Togo, Burkina Faso, Mali, Niger, Sierra Leone and Benin.
The Convention came into force last November with the deposit of the ninth instrument of ratification. It provides for a ban of arms transfer by member states with possibility of exemption for the legitimate defence and security needs, law enforcement and participation in peace support operations.
The Convention, which also provides for the prohibition, without exception, arms transfer to non-state actors without the approval of the importing country, was adopted by the Authority of Heads of State and Government on June 14, 2006 in Abuja, Nigeria.
Mr. Ameyibor noted that Ghana's ratification had sent a strong signal to the rest of the world of her commitment towards the fight against the proliferation of small arms and light weapons in the sub-region. He however called on government to institute the necessary legal and operation mechanism for the implementation of the Convention especially as Ghana joined the community of oil producing countries.
Mr. Ameyibor who is also Chief Reporter of Ghana News Agency in Accra said in view of its benefits to the sub-region, it was important that the remaining five member-states quicken action on ratifying it. He said attention would now be focused on the other five member states to speed up action on ratifying the convention to ensure that proliferation of SALW was curtailed.
The ratification demonstrates the government's commitment to the ECOWAS Protocol relating to the Conflict Prevention, Management and Resolution, Peace-keeping and Security signed in Lome on December 10, 1999.
Mr. Ameyibor reminded governments in the sub-region of Article 58 of the revised ECOWAS Treaty relating to Regional Security, which stipulated that member states to undertake to work to safeguard and consolidate relations conducive to the maintenance of peace, stability and security within the region. The Network also tasked governments to establish and strengthen appropriate mechanisms for the timely prevention and resolution of conflicts as well as Article 77 of the Treaty relating to sanctions applicable in cases where a member state fails to fulfil its obligations to the Community.
