In a letter addressed to President Rene Preval of Haiti, and released to the press in Accra by the Ministry of Information, President Mills said he had learned with deep shock and sorrow the unfortunate event that had caused massive loss of human lives and destruction to property.
"While the scale of destruction is still being assessed, it is already clear to us in Ghana that a tragedy of huge proportions has hit your beloved country.
"I therefore hasten to express on behalf of the people and Government of Ghana, and in my own name, heartfelt condolences and sympathies to the people of Haiti and your Government for the incalculable loss your country has suffered," President Mills said.
He added that the government and people of Ghana were deeply shocked by the event and wished to express their solidarity with their brothers and sisters in Haiti in this hour of despair.
"We are marshalling our resources and will in due course make our
modest contribution to your national effort to bring relief to the people of Haiti," the letter stated. | | > BACK to TOP < | Traditional ruler lauds cocoa price increase * Source: GNA | Sefwi Agyemandiem (W/R), Jan. 15, GNA - Nana Yaw Gyabeng II, Chief of Sefwi Agyemandiem, has commended the government for increasing the producer price of cocoa from GHC 138 to GHC 150. The increase he said would help to reduce smuggling of cocoa to neighbouring Cote d'Ivoire.
Speaking to the Ghana News Agency (GNA) at Sefwi Agyemandiem, Nana Gyabeng said though the increase did not favour some farmers as they had already sold their produce, it would reduce the smuggling of the commodity.
The Chief, a leading cocoa farmer, appealed to other cocoa farmers to take advantage of the increase and desist from the unpatriotic practice to enable the government to achieve its export target. Nana Gyabeng noted the government was determined to help improve the general well-being of cocoa farmers and appealed to the farmers to support and co-operate with the government to enhance the cocoa industry.
He called on the government to continue to subsidize inputs, especially fertilizer, to help the farmers increase their yield. | | > BACK to TOP < | Management of AVRL to solve water problem in Accra * Source: GNA | Accra, Jan. 15, GNA - The Management of Aqua Vitens Rand Limited (AVRL), operator of the urban water system on behalf of Ghana Water Company Limited (GWCL), on Friday said it was making efforts to improve the water situation in Accra.
A statement signed by Mr. Stanley Martey, External Communications Manager, said the efforts were with particular reference to hard hit areas such as Adenta, Teshie and Burma Camp.
It said measures being undertaken are that all hydrants or tanker filling points would be shut down, all huge commercial reservoirs within the affected communities would be shut down, and all connections on dedicated mains would be disconnected.
The statement said the objective was to allow water to flow by gravity to homes within the communities. "This will enable the distribution team of AVRL to assess the extent of flow and allow customers to receive water directly from the supply system, it added.
The management said it would appreciate feedback from customers in the affected areas via its Toll free lines, 0800 40 000 for Vodafone lines only, and 021 211260 for other networks. "All are kindly urged to cooperate with AVRL and GWCL to serve you better," it added. | Gyimakyihene of Kokofu urges Ghanaian to shun chieftaincy disputes * Source: GNA | Accra, Jan. 15, GNA - Nana Owusu Ansah II, Gyimakyihene of Kokofu in the Ashanti Region, has called on Ghanaians to desist from chieftaincy disputes and political vendetta in order to promote national development.
He said apart from retarding the socio-economic advancement of the country, such acts could lead to conflicts and loss of lives.
Nana Ansah II made the call in an interview with Ghana News Agency (GNA) in Accra on Friday.
He said no meaningful development could be achieved in any community that was engulfed in conflict since pace and security could not be guaranteed.
Nana Ansah II, who is also the Chief Executive of the Kikoriko Restaurant and Guest House (Nana Ho), stressed the need for parents and guardians to invest more in the education of their children and wards instead of spending lavishly on funerals and naming ceremonies. He said they should also contribute towards the development of their towns and communities.

The prediction is still relevant," he warned. Mr. Amoako was responding to a questioner who wanted to know whether a prediction by experts of an earthquake in the Southern part of Ghana about five years ago had failed and therefore any subsequent forecast should be treated with a pinch of salt. The occasion was a news conference by NADMO in Accra to launch activities marking the World Civil Defence Day which fell on Saturday, 1st March. It was under the theme, "Civil Defence and the Basic First Aid Techniques ." The geologist explained that many a time earthquakes do happen but are only instrumentally felt and therefore not much fuss is made about them. " That notwithstanding, readings on the ritcher scale of figures of 3.8 and 4.1 are indications that there is a build towards an earthquake of greater magnitude."
He mentioned Weija, Accra, Ho, Axim, Elmina, and Cape Coast as some of the earthquake-prone areas and advised that residents in these places should seek advice from structural engineers when putting up buildings in order to meet earthquake resistance specifications.
"Buildings with arches without any support are likely to collapse in the event of an earthquake and this should be avoided," he advised in a later interview with the Public Agenda. "We should not forget that the 1939 earthquake in Ghana which registered 6.5 on the ritcher scale took the lives of 17 people and property worth one million British Pound were destroyed, history must therefore guide us," he further cautioned, adding, " we cannot prevent it but we could mitigate its effects." The National Co-ordinator of NADMO, DCOP Douglas Akrofi Asiedu, agreed with Mr. Amoako and disclosed that he was in London a fortnight ago when the city experienced an earthquake and UK with all their advanced technology could not predict that disaster. "It [earthquake] may happen when it will happen." Ghana has had its fair share of earthquakes. There have been damaging earthquakes in 1615, 1636, 1862, 1906 and 1939. It was recorded, for example, that in 1615 an earthquake destroyed what was then known as Takoradi. In 1636, an earthquake occurred in Axim and the whole of East Nzema was badly shaken. It caused a widespread collapse of buildings in that area. A gold mine in Aboasi, northeast of Axim was reported to have collapsed, burying many of the miners. Additionally, the country had experienced smaller ones, the most recent being in 1997, 2003 and 2006.

On the eve of the epoch National Delegates Conference of the National Democratic Congress (NDC), I join all meaningful and peaceful Ghanaians to wish the entire leadership, rank and file of the party a happy and peaceful Congress.
It is our hope that being the ruling party all of you would bear in mind that each and every one of you carry singular responsibility and national obligation to ensure accident free congress.
The Congress being the first of the year, the entire membership and sympathizers ought to know that the whole attention will be focused on them and how they conduct this Congress.
It is my prayer that the party emerge out of the congress stronger and well conducted to prosecute the Social Democratic agenda. It is our hope that the intent of Ghanaians and the ideals of the party, instead of any individual’s wish, prevails.
All persons attending the congress should appreciate the wisdom of the adage that united we stand, divided we fall.
In recent times, media communication seems to suggest, however remotely, that the party is seemly being split into Jerry Rawlings and Atta Mills Camps. Whether this is a perception or a reality, the Congress should be conducted in such a manner that, your critics are proved wrong.
It is extremely important and also necessary for all delegates to understand that Jerry Rawlings and Atta Mills are two different personalities and it takes both the pepper and the salt to be blended into a palatable soup. Too much pepper or too much salt does not make a delicious meal. It is therefore, imperative that the delegates look at the bigger picture in order to disengage in acts that seek to split the party. "Let us not be intimidated by people who seek office because they have direct links to so-called powerful people in government or the party. This process is about the strength and structures of the party," he said in a pre-conference message to delegates attending the party's 2010 National Delegates Conference in Tamale from January 15-17. He said, "If the executive is not in touch with the party beyond the manifesto then the executive jeopardises the future stability of the party, which in turn may not be able to put future executives in government positions. The party gave birth to government and not vice-versa. The party needs to hold government together and to ensure that it develops policies that protect the ideals of the NDC. Our choices this weekend will determine which direction we want the NDC to go - into success or into a collapse. Let your conscience speak". Ex-President Rawlings called on all members and sympathisers of the party to appreciate the significance of the conference to its survival, and pointed out that the party was founded on July 28, 1992 based on social democratic principles - to uphold social justice and develop a state that served as a true umbrella for the people of Ghana. "You are aware our party is a direct descendant of June 4, 1979 and 31st December 1981 - two stages in the life of this country that led to the development of a sense of nationalism and devolvement of people's power never before witnessed in Ghana," he said.
Ex-President Rawlings pointed out that the difficult re-election to power in early 2009 was as a result of the people's belief in the NDC as having the capability to stem the rot that had engulfed the social fabric of the country after the NPP had virtually taken the country as its private property and dissipated the national resources in a wanton abuse of power that virtually brought Ghana's economy on its knees. He said the NDC had already entered the second year of its term and aside the words of self-adulation coming from members of government the ordinary people of Ghana were unimpressed with the state of the nation and the uncoordinated manner the rot of the immediate past was being tackled.
"Sadly the past few months has seen the adoption of a canker that was best identified with the NPP and which will destroy our party if not stopped immediately," he added.
Ex-President Rawlings noted that constituency, regional, women and youth elections had been held across the country ahead of the national delegates conference and all had been witnesses to the terrible abuse of the process through the distribution of large sums of money to sway delegates to vote in certain directions.
He said those distributing the monies were members of government or government-sponsored candidates who had refused to sell their qualities to delegates but had rather chosen to buy the delegates. "This is alien to the party and so embarrassing that we have become the laughing stock of our opponents and a painful reminder of the rot of the immediate past to our ordinary supporters who have sacrificed for the party through some very difficult periods.
"We are undermining the very weapon that gave us victory - integrity. Some of the elements who have managed to emerge through this abominable syndrome are even unfit for party office. Are we making progress or declining?".
"In the run up to the conference, I have heard party leaders warn candidates to desist from attempting to influence candidates with money. What did they do to stop this during the elections already held?". "I commend our membership across the country who overwhelmingly voted with their conscience and refused to be swayed by monetary influence to vote in a certain direction. The NDC is at the crossroads. We are in government at a difficult period in world economic history and those who identify with the ideals of the party recognise it was borne out of a quest for people's power and a desire to involve the people in national development. Our strengths always lay in the ability to protect our people from the savagery of capitalism. But now the umbrella cannot protect its own and we are rather introducing elitism into our party," President Rawlings said.
On the conference, President Rawlings said delegates were going to deliberate on a number of proposed changes to the party's constitution and vote for national executive members. "Let this process be an opportunity to prove to all Ghanaians that events of the past few months were aberrations and not a sign that the NDC is now veering towards corrupt election practices," he added. "Our failure to vote and take decisions with our conscience will spell the doom of the NDC. If we assume that being in power is an exercise in perpetuity, we are mistaken. We will be creating the opportunity for an alternative movement to grow to take over from us if we fail to uphold the ideals for which the people voted us into power". "The NPP was booted out primarily because it failed to protect the people and introduced a sickening process of property owning democracy. Let not the NDC carve that same path," President Rawlings said. | | > BACK to TOP < | Hawkers who return to Ashaiman streets will be prosecuted-MCE * Source: GNA | Ashaiman, Jan 15, GNA- Mr. Numo Addison Adinortey, Ashaiman Municipal Chief Executive (MCE) on Thursday cautioned hawkers in the Municipality that they would be prosecuted if they returned to hawking in the streets instead of occupying new stalls allocated to them. Any trader who had been allocated a plot at the new market should occupy his or her stall by the end of this month or forfeit it or good. Mr.Numo Adinortey was addressing a Press conference at Ashaiman to re-act to concerns raised by members of the Ashaiman Peace Traders Association during their Press Conference of January 6. At the said Press Conference, members of the Association alleged that out of a list of 559 members, ASHMA allocated plots to only 282.
But the MCE disagreed, and stated that as many as 368 Peace Traders Association members were allocated plots. The MCE pointed out that the recent de-congestion exercise carried out by the Assembly had impacted positively on the Municipality, by not only improving sanitary conditions, but also ensuring the free flow of vehicular and human traffic.
Mr Numo Adinortey urged traders who genuinely needed places, or were not catered for in the allocation of sheds to apply to the Ashaiman Municipal Assembly (ASHMA) for places at the VALCO Flats, the Afariwa and the Community 22 Markets.
He assured residents in the Municipality that the Assembly was more determined to pursue the development agenda that reflected the needs and wishes and aspirations of the Chiefs and people of Ashaiman. Debora Gyakamba, Mercy Azotiba, Rebecca Asare and Atta Maame pleaded guilty. Each will pay GH¢150.00 and in default serve eight months in prison.
They were arrested by environmental sanitation officers of the Kumasi Metropolitan Assembly (KMA). Mr William Aduaga, an official of the KMA, told the court presided over by Mr S. K. Achina that the four had been dumping refuse into a stream in breach of the Assembly's sanitation bye-law and were caught in the act on November 25 last year. | | > BACK to TOP < | Yendi Municipal AIDS Committee Reconstituted * Source: GNA | Yendi (N/R), Jan 15, GNA - An 18-member reconstituted AIDS Committee in the Yendi Municipality has been inaugurated at Yendi in the Northern Region as part of efforts to strengthen the response to HIV/AIDS pandemic.
The committee has the Yendi Municipal Chief Executive (MCE), Mr Hudu Walvis, as Chairman with the Municipal HIV/AIDS Monitoring and Evaluation Focal Person, Mr Jimah Yakubu as Secretary. The Municipal Coordinating Director, Alhaji Sheihu Awudu Kadri, is member and representative of the Ghana Health Service. In his inaugural address, Mr Walvis said the District AIDS Committee (DAC) is a multi-sectorial committee responsible for HIV and AIDS intervention at the district levels.
He said there is also a District Response Management Team (DRMT) which is made up of the HIV/AIDS Focal Person and representation from the District Health Directorate, District Department of Social Welfare and the Municipal Directorate of Food and Agriculture. According to the MCE, the Ghana AIDS Commission had developed a national HIV/AIDS strategic framework for 2006-2010 and an accompanying five-year programme of work which is developed each year with specific objective of achieving a high percentage of coverage in the seven thematic intervention areas. They include policy, advocacy and enabling environment, prevention and behaviour change communication, research, surveillance, monitoring and evaluation, among others.
Alhaji Sheihu Awudu Kadri reminded the members of the committee that the Ghana AIDS Commission is a body established under the chairmanship of the President of the Republic of Ghana by Act 613 of Parliament.
He stated that the Commision's mandate is to provide leadership in the management and coordination of the national response to the HIV/AIDS disease in Ghana.
Alhaji Kadri said the Metropolitan, Municipal and District Assemblies used to receive resources from the Ghana AIDS Commission but that since the beginning of last year the Assembly had not received any support from the Commission.
He announced that the coverage target for Metropolitan, Municipal and District Assemblies was at least 150 members of staff and a minimum of 26,850 residents in the local community.
He urged the committee members to extend their anti-AIDS campain and behaviour change advocacy to the work places. Mr Timothy Kanyebui said the reason why most people were not coming out for voluntary testing was due to the stigmatization of those who are suffering from the disease.
He called on the committee members to intensify their education on behaviour change and the need for compassion for people suffering from the disease.
He said if serious measures were not taken to halt the spread of the disease it would wipe out all the energetic young men and women who are within the productive age of the country's population. | > BACK to TOP < |

| | | | * 15.01.2010 | Establishment of festival for Upper West Region advocated * Source: GNA | Fielmon, UWR, Jan. 15, GNA - Naa Mwin-Ireme Dangnikuu II, chief of Fielmon in the Sissala West District, has advocated the establishment of a festival for the people of Upper West Region, to unite them and market their cultural.
He called on the chiefs, political authorities and other stakeholders to discuss the possibility of establishing the festival. Naa Dangnikuu made these suggestions during the celebration of the annual "Kukur Bagr" festival of the chiefs and people of Fielmon Traditional Area, at Fielmon.
He asked the chiefs to catalogue cultural practices of the region to keep the youth abreast with the traditions, beliefs and practices of area. Naa Dangnikuu expressed worry that cattle belonging Fulani herdsmen were destroying crops and the environment and appealed to government to address the issue.
He appealed to government to repair roads in the area and extend electricity to the communities to facilitate socio-economic activities. Naa Dangnikuu appealed to the Assembly and other development partners to provide the community with more toilets and mechanized borehole to improve the living conditions of the people. He called on the authorities to establishment an Information and Communication Technology Centre, construct a Senior High Secondary/Technical School for the area and the establishment of a Basic Education Certificate Examination Centre to prevent candidates from traveling all the way to Gwollu to take their examinations. Dr. Ekwow Spio-Garbrah, a leading member of the National Democratic Congress (NDC), who is vying for the position of National Vice Chairman of the party, made the call at the party's delegate congress in Bolgatanga on Friday.
He explained that a party manifesto was different from promises made by politicians and that if elected he would ensure that the electorate document all promises made by Ministers, District Chief Executives and other politicians.
Dr. Spio-Garbrah advised NDC party executives and Ghanaians to avoid being influenced by money during elections.
He said they should rather vote for people with the qualities and competence to steer the affairs of political parties or Government. Dr. Spio-Garbrah cited that former President Jerry John Rawlings and President John Attah Mills have served the country without enriching themselves and have concentrated on the principles of social democracy. He debunked the notion that the relationship between former President Rawlings and President Mills was unhealthy as being speculated by some people and warned them against creating disunity in the party. Dr. Spio-Garbrah said that former President Rawlings was the founder of the NDC, who had ruled the country for 19 years and had much experience to contribute to the development of the party and the country.
He said: "Mr. Rawlings should not only be seen as the founder of the party but also a greater asset to the nation's development and therefore should be allowed to make contributions to national development".
Dr. Spio-Garbrah said he had served in the party as Director of Communication and Governance helped in mobilizing fund for party activities, formed NDC branches in the Diaspora and a former Minister of Communications.
He said if elected as NDC National Vice Chairman, he would raise funds for the party, strengthen the party structures and ensure the victory of the party in 2012.
Dr. Spio-Garbrah promised that NDC activists and foot soldiers would be given a voice, to improve the party's image and communication network, assist Government to deliver on its campaign promises and to ensure that the party was better linked with Ghanaians in the diasporas | Cheques to clear in two days as electronic clearing goes nationwide * Source: GNA | Accra, Jan 15, GNA - Cheques throughout the country will now clear in two days, as the Codeline and Cheque Clearing system (CCC) becomes operational nationwide from January 15, the Ghana Inter-bank Payment and Settlement Systems (GhIPSS) has said.
Cheques usually clear between three and four days within the Accra/Tema area, and one week or two weeks or even more for cheques coming from the rural and peri-urban areas. "However with the implementation of the electronic cheque throughout the Country, cheques will clear very fast, in two days regardless of which part of the country it is paid," the General Manager in charge of Project and Business Development at GhIPSS Archie Hesse said.
"This great achievement will drastically cut back on the delays associated with the payment for transactions using cheques," he added. GhIPSS began the implementation of the electronic clearing system also known as CCC on a pilot basis within the Accra-Tema area and after a successful run is extending the system throughout the country. Officials of GhIPSS say the introduction of the electronic cheque clearing system will bring confidence in the use of cheques because the delay associated with getting value for cheques will now be a thing of the past. Mr. Hesse said salaries and other payments that were unduly delayed because of the long process in clearing cheques, will no longer happen. Under the new system, when a customer pays in a cheque at the bank, the bank will not have to physically carry the cheque from the bank to a clearing centre. Instead, the cheque will simply be passed through a machine which will capture the image of the cheque and send it electronically to the paying bank, which will in turn approve the cheque electronically and after that the account will be credited. Alban Bagbin has thrown his weight behind the re-election bids of incumbent NDC National Chairman, Dr. Kwabena Adjei and party General Secretary, Johnson Asiedu Nketia, ahead of a crucial national delegates’ congress to elect a new leadership for the governing party on Saturday, January 16.
He has also affirmed his unflinching support for the former first lady Nana Konadu Agyeman Rawlings saying, “I will be sad if Nana Konadu Agyeman Rawlings, her Excellency doesn’t carry the day.”
Dr Kwabena Adjei is being challenged by Dr Asamoah Tutu for the NDC Chairmanship position, whereas Mr Kweku Eshun is seeking to end Mr. Johnson Asiedu Nketia’s five-year reign as the party’s General Secretary.
In an exclusive interview with Citi News Parliamentary Correspondent Richard Sky, Hon Bagbin said he is “a disciple” of the two incumbents, emphasizing it would be in the best interest of the NDC to retain Dr Kwabena Adjei and Mr. Asiedu Nketia at the Kokomlemle headquarters of the party.
“I know definitely that Dr. Kwabena Adjei and General Mosquito have performed very well and it is through some of their initiatives and hard work that we managed to take power from the NPP and I don’t see why the delegates will not return them…For me, they know that I am seriously one of their disciples and I know that there will be no need to say no to any of them.”
The MP for Nadowli West was however quick to add that it was up to the over 3000 delegates who would be gathering at Tamale on Saturday, January 16, to make a choice that would make the party greater and stronger.
Hon Bagbin condemned allegations of vote buying within the NDC, calling on delegates to reject aspirants who use money and gifts to influence the outcome of Saturday’s polls.
“I urge delegates to reject any person who tries to influence them by giving them either money or any resources…I think that we must set the standard and we must ensure that the conduct of public office is what is dictated by the general morality of the country.
“I feel so demoralized that we are going backwards in our quest to do the right thing and to make sure that we prudently use our resources and that people are allowed to exercise their conscience and take decisions without any negative influences,” he lamented. | | |
