Ghana Audit Service bids farewell to EU technical team

Accra , March 6, GNA - Mr Richard Quartey, the Acting Auditor-General, has paid glowing tribute to the team of experts from the European Union (EU) that visited the country to provide technical assistance to the service since 2001.

Speaking on Friday at a dinner organised by the Ghana Audit Service in Accra to bid farewell to the experts, he said the Phase I and Phase II projects sponsored by the EU, had left an indelible legacy of knowledge, skills and a huge potential to expand the capacity of the service.

 

"We recognise the support of EU as a challenge to GAS to properly fulfil our role as the supreme audit institution in this country, as the foremost institutions in the common quest to secure transparency and accountability in public financial management systems and processes of this country," he said.

Phase I of the project, which started in 2001 and ended in 2004 provided 90 officials of the GAS with the requisite knowledge to apply modern auditing techniques in their operations with 23 auditors being trained in performance auditing methodologies.

 

Under the project, 460 computers were distributed to the offices of the service throughout the country with administrative and accounting practices computerised and modernised.

Phase II of the project was designed to deepen the benefits and interventions brought about by the Phase I and to add a new areas such as the production of a corporate plan for 2010 through to 2014, implementation of a resource management system as part of the audit service's planning and budgeting cycles.

Mr Quartey said the overall objective of the Phase II had been to enhance efficiency, accountability and transparency in public financial management of the government.

To ensure the sustainability of the gains made by the EU projects, he said counterpart officers from GAS have been deployed to work with the team of experts to co-ordinate and manage activities executed.

 

"I am happy to say that the service selected officers who have worked closely with the technical assistance team for about two to three years have become very conversant in their areas,"

 

he said adding that the EU team had reduced its involvement in the project activities and had handed over to the counterpart officers.

Mr Wilf Henderson, Project Manager of the EU team, called on government to be committed towards supporting a fully independent modern audit service, stressing that without such an institution, people's confidence in the proper use of state funds would wane.

He commended the Ghanaian team for the hospitality shown his family since 1999 when he came to Ghana and expressed the hope the successes chalked out would be sustained.

Mr Claude Maerten, Ambassador to the EU delegation said the EU was committed towards assisting Ghana effectively to use the development assistance from the Union to meet its development agenda.

 

He expressed the hope that the strong bilateral relations between the Union and Ghana would help develop the "Better Ghana " touted by President John Evans Atta Mills.

Better Ghana Agenda will revolve around the youth - Prez Mills

Accra, March 6, GNA - President John Evans Atta Mills on Saturday announced that the "Better Ghana agenda" promised by his administration would revolve around the youth to move the country to higher heights.

 

"We are committed to investing in the youth in order to build the critical mass that will not only sustain the development agenda, but more importantly, move it to higher heights."

President Mills who announced these when he addressed the 53rd anniversary celebration of Ghana's independence in Accra, added "Today is a day for the youth and you must be proud of what you have achieved as regards your invaluable contribution to celebrating such a momentous occasion."

 

The programme which lasted for about one and half hours was also attended by John Dramani Mahama, Vice President, former President John Agyekum Kufuor, former Vice President Alhaji Aliu Mahama, Ministers of State, Members of the Diplomatic Corps, the security agencies, teachers and students.

President Mills called on the youth to embrace all the facets of education, as it was the main key that could unlock their future potentials. "Be it in the area of medicine, law, engineering, or entrepreneurship, education is the key that will unlock your potential and equip you with the capacity to take control of your destiny."

To succeed in their educational endeavours, however, the President appealed to teachers and parents to inspire the children and focus on their education by encouraging them to take up responsibilities that would determine their adult performance.

"Government has the responsibility to set high educational standards by supporting teachers to give of their best, as well as providing the right atmosphere for teaching and learning."

President Mills warned the youth against taking shortcuts in their life endeavours, as that could ruin their future progress. "There will be hurdles you have to jump over; there will be challenges; there will be extremely tough times; but do not be quitters. Winners are not quitters and quitters are not winners."

 

He urged the youth to uphold virtue, morality and honesty in order to become great men and women and encourage the government to give meaning to the modern educational system that would create opportunities for all in the country. He promised to continue hosting well-behaved pupils and students to drum home the fact that virtue was a trait that should be placed on a high pedestal in the country.

Editorial: Ghana Chalks 53 Years Hurray!!

Well! Well!! Well!!! Its Ghana’s birthday again and this time Ghana is 53 years old. As beautiful as always, Maame Ghana will put on her colourful kente cloth and wear her sweet scented perfume of peace, love and progress.

As Ghanaians celebrate the 53rd birthday of mother Ghana, she would in turn shower her blessings upon US. But the major questions still remain. Are We There Yet????????????

This is also time for Maame Ghana to reflect on her past and access herself whether she have achieved her plan scheduled for the past 53 years. As she was called before the arrival of the white man, Gold Coast, that was her name.

A very rich gorgeous lady who has been blessed with all forms of wealth. But her doom days began when her own sons and daughters betrayed her and took to different life style which brought her progress to a standstill.

Numerous Coups d’tat rocked her shores and the effect was felt by her neighbors. It has taken mother Ghana so many years to put on her beautiful cloth of peace, harmony and progress again.

Though with about 20 years of mother Ghana’s life seeing fast developmental growth like; roads, proper education system, freedom of worship and speech as well as other vital systems like multi-party democracy.

With all these achievements within this short memorable time. The unity of the children of Maame Ghana has been questioned by her neighbours and her colonial masters who failed to milk her dry over 53 years ago.

May be this 53rd birthday celebration should be used as a fine opportunity for mother Ghana to gather her children and appeal to them to unite since unity does not only make her richer but also make her looks younger every day.

On this, all important day in our national calendar, don’t you think that it will be appropriate for us to join hands and sing memorable birthday song for our beloved Maame Sika Ghana ? Ghanaians let’s prove to Maame that yes we can do better than this.

Recommendations on Agona Swedru-Zongo clash will be implemented - Minister

Agona Swedru, March 6, GNA - The Central Regional Minister, Mrs Ama Benyiwa Doe, has said the recommendations of the Committee that investigated the clash between the citizens of Agona Swedru and Zongo Community would be implemented to ensure peace and harmony.

Mrs Doe said this when she paid a courtesy call on the Swedruhene, Nana Kobina Botwe II, as part of her familiarization tour of the region. She said the copies of the Committee's report had been sent to President John Evans Atta Mills and the Chief of Staff at the Castle, Osu.

 

The violent clash led to the death of two persons and the destruction of property worth thousands of Ghana Cedis, last year. The Minister assured the chiefs and people of Agona Swedru and the Zongo Community that the government would do everything possible to improve the living standards of the citizenry.

Mrs Doe expressed concern about the inability of district assemblies to stop leakages in revenue generation, resulting in huge sums of money going into individual pockets.

She said the assemblies could not depend all the time on the District the Assemblies' Common Fund for developmental projects. Mrs Doe reiterated that the government would fulfil all promises made during the 2008 electioneering campaign to ensure the realization of the "Better Ghana" agenda.

Nana Botwe appealed to the Regional Minister to use her good office to settle the numerous squabbles among members of the Agona West Constituency Branch of the National Democratic Congress (NDC) to promote development.

 

He said though chiefs were not supposed to meddle in Politics, they had to act in the interest of peace in times of conflict, explaining that the Swedruman Council had learnt the newly elected executives of the constituency had been dragged to court by some members of the party.

 

He appealed to the Minister to press the government to support the rehabilitation of street lights in Swedru and provide other infrastructure to promote effective development of Agona Swedru. The Minister and her entourage also paid a courtesy call on the Omanhene of Agona Nyakrom Traditional Area, Nana Okofo Katakyi Nyarko Eku X at Nyakrom.

AVRL gives Zaare community 43,000 Ghana- cedi water system

Zaare (U/E), March 6, GNA - Management of Aqua Vitens Rand Limited (AVRL) has provided the Avutubisi community in Zaare near Bolgatanga with a mechanised water facility valued at about 43,400 Ghana cedis. It is part of the social responsibility of the company to reach out to pro-poor communities, which cannot afford the cost of urban water supply.

 

 The facility was partly funded by family from the Netherlands, known as the Tom Herdeman family who provided 15, 000 Euros towards the project, while AVRL provided the rest through Water for Life; a charitable wing of the company.

Inaugurating the project on Wednesday, Upper East Regional Minister , Mr. Mark Woyongo expressed joy about the series of measures from government and non-governmental organisations to supply portable water to the people.

 

He said government was concerned about the water needs of the people especially those in the rural areas hence the drilling of about 200 boreholes across the region. The Managing Director of AVRL, Mr. Martins Nijsse said his outfit was glad to provide water to pro-poor communities that could readily afford the realistic cost of water.

Mr. George Yanore, Project Manager in charge of distribution at the Bolgatanga office said the pro-poor intervention initiative by AVRL was to ensure greater water accessibility and affordability and promote community involvement in sustainability of water projects.

 

He said the project component included the extension of 100mm diameter distribution pipe network from the Regional Hospital to the communities that could afford to connect water to their homes. Mr. Dominic Akwibire who represented the community expressed gratitude to AVRL and the Herdeman family for the gesture and gave the assurance that the community would put the facility to good use.

Company to support country's agriculture development

Kumasi, March 6, GNA - Cottage Italia Industries Ghana Limited, an agro-processing company, has announced its determination to support agriculture development in the country.

Mr. Frank Opeku, Ashanti Regional Manager of the Company, said it would train farmers in the area in farming techniques, to enable them to increase yield and reduce post-harvest losses.

 

He told GNA in Kumasi that the company had started a training programme to build the capacity of selected farmers in the region. Mr. Opeku said the farmers would be taught efficient ways of processing tomatoes, cassava, meat, mangoes, pineapple, milk and other agriculture produce.

He said farmers would also be equipped with skills in packaging, preserving and marketing products.

Mr. Opeku advised them to form co-operatives to enable them to access loans to support them to expand their farms and to diversify their activities, practice mixed farming and agro-forestry to raise their income levels.

Government should increase tax on alcohol- Sheikh Bonsu

Accra, March 6, GNA - Sheikh Dr Amin Bonsu, Chief Executive Officer of Amen Scientific Herbal Hospital, has called on the government to increase tax on alcoholic beverages and tobacco products in the country.

 

He said the move would deter the youth from smoking and drinking and rather adopt healthy lifestyles and also contribute to national development.

 

Sheikh Bonsu who is also the Deputy Imam and the Acting Ashanti Regional Chairman of the Ghana Muslim Mission made the call in an interview with the Ghana News Agency in Accra on Friday.

He said excessive drink affects the nervous system and depression whilst tobacco also causes a lot of medical harm that could cause death.

 

He appealed to the Ghana Private Road Transport Union to ban the sale of alcoholic beverages at lorry stations. Sheikh Bonsu also asked the National Road Safety Commission to educate drivers on road signs to avoid motor accidents.

NGO inaugurates boat to protect children on Volta Lake

Winneba (C/R) March 6, GNA - Challenging Heights, a non-governmental organisation (NGO) based in Winneba in the fight against exploitation of children, has inaugurated a boat on the Volta Lake to offer protection for women and children on the water body.

 

The boat costing 13,900 dollars is based at Yeji. It has the capacity to carry 25 passengers and is fitted with two outboard motors and 23 live jackets.

Briefing the Ghana News Agency in Winneba the Executive Director of the NGO, Mr James Annan said the main aim of acquiring the boat was to protect women and children on the Volta Lake.

It would also supplement the effort of government in preventing boat disaster on the lake by checking overloading. He said the NGO would use the boat for the rescue of children engaged in fishing activities along the Volta Lake and monitor those whose labour are being exploited.

Mr Annan said during the inaugural expedition of the boat, six children were rescued from villages at Ada and Afenyo Acura on the Yeji side of the lake.

According to him Challenging Heights rescued 47 children from various forms of exploitative labour on the Volta Lake in 2009 and expected to rescue 78 more children this year.

 

Mr Annan said the boat would be used to educate fishermen along the lake against the use of children in fishing to the disadvantage of their education and health. He said child trafficking and exploitation of child labour constitute an offence

GaDangme Council expresses concern about media reports

Accra, March 6, GNA - The GaDangme Council has expressed concern about media reports that Mr. K. B. Asante, President of the Council, had suggested that the Council recognised King Tackie Tawiah III as Ga Mantse. A statement issued by the Council on Friday and signed by Mr. Asante said

"The Council wishes to state that the statement attributed to its President, Mr. K.B. Asante is false and malicious. Mr. Asante granted an interview with City FM on March 2, 2010 but never made the statement attributed to him".

 

It said "Mr. Asante made it clear that it is the objective of the GaDangme Council to promote peace and development in the GaDangme State. The Council does not involve itself in determining who is a Chief or Mantse".

 

According to the statement, Mr. Asante made that clear in the interview and therefore, the media reports were calculated to tarnish the good image of the Council and sow dissent among the GaDangme people.

It said "This is because the GaDangme Council is aware that there are six cases pending before the Judicial Committee of the Greater Accra Regional House of Chiefs at Dodowa against the purported installation of Dr Jo Blankson as Ga Mantse", adding it was unlikely that the President of the Council will make such a statement.

Fire Service to school people on use of fire extinguishers

Winneba (C/R), March 6, GNA - The Ghana National Fire Service (GNFS), is instituting measures to train private and public institutions on the effective handling of fire extinguishers to help combat fire outbreaks.

 

The Eastern Regional Fire Officer, Mr Bartholomew Nketsiah who made this known to the Ghana News Agency in Winneba, said the GNFS was drafting a programme to educate workers on fire safety measures.

 

He said recent fire outbreaks in the country, brings to the fore, the need for individual consciousness about such disasters. Mr Nketsiah said it was mandatory for every building to be re-wired after 20 years
