Upper West Region still has a sad development story to tell-Abugnaba

Wa, Jan. 24, GNA -The Upper West Region still exhibits high fertility rate among women, infant mortality, under-five mortality and migration while literacy was ebbing, child labour was now on the ascendancy, a demographer has said.

Safe sanitation, waste disposal and toilet facilities were also inadequate while fuel use was on the increase.

Mr. Mark Abugnaba, Upper West Regional Population Officer, who addressing a day's sensitisation forum on the integration of population variables into District Assemblies Development Plans in Wa over the weekend said demographic, social and economic variables and indicators in the districts needed to be improved to enhance quality lives for the people. The advocacy forum which was attended by Municipal and District Chief Executives in the Upper West Region sought to enhance sustainable development through appropriate planning to meet the needs of the various=

segments of the population now and in the future.

Mr. Abugnaba however commended the people for a positive change of behaviour towards sexual practices which had helped in the reduction of HIV/AIDS prevalence rate from 3.3 percent in 2007 to 1.6 percent in 2008. He appealed to the Municipal and District Assemblies to support district population activities committees to enable them address the population concerns of the communities.

Mr. Mahmud Khalid, Upper West Regional Minister, explained that government's policies and interventions would not benefit the people if development at the district levels were not linked to health, education, social and economic development of the people.

He appealed to stakeholders in those sectors to play their roles appropriately and support the non-formal education division to equip the illiterate adults with functional literacy skills and other employable skills to contribute towards national development.

The seasonal migration of the people either during school holidays o= r the dry seasons to the south in search of jobs with its implications on health and human resource should be of the concern to all.

Mr. Khalid therefore appealed to the District Assemblies to invest i= n cottage industries, such as handcrafts, dry season gardening and smock weaving among others to encourage the youth stay at home.

We should not forget Dr. Hilla Liman-PNC

Bolgatanga, Jan 24,GNA- The Upper East Branch of the People's National Convention (PNC) has called for the celebration of Dr. Hilla Liman, President of the third Republic of Ghana, as a national hero.

"January 23, 2010 marked the 12th anniversary of the death of Dr. Liman", and that because the day is easily swept aside and forgotten about without regard for his contribution towards nation building saddens many." In a Press Release issued and signed by the Upper East Branch Secretary of the Party, Mr. Henry Fatchu and copied to the Ghana News Agency in Bolgatanga, the party scolded past Governments for their inability to mark the anniversary celebration of the death of Dr. Hilla Liman.

The release explained that no matter how short Dr. Liman's Administration was, "he had his footprints in the sand of Ghanaian Politics which had served as a benchmark for other leaders of the country to aspire to".

According to the release, "His legacy for non-fraudulent actions should not be forgotten. For instance, the late President personally wrote a letter to all his appointees reminding them of the code of conduct and asked them to shun ostentatious life-style and to live moderate lives".

It noted that the late President foresaw the contribution of agriculture to the nation's development and that had drawn up plans to introduce a two-year crash programme for Agriculture just at the time his was violently overthrown and said if his plans were implemented, the country would not suffer hunger, disease, poverty and want any day.

The leadership of the PNC would embark on reconstruction and organization of the Party structures to capture political power in 2012 to implement the unfinished agenda of Dr. Kwame Nkrumah and Dr. Liman. The floating voters were now becoming many and frustrated as the NPP and NDC Governments had failed to fulfil their promises made to the electorate in Ghana, the release said.

Ashanti NPP Chair mad at Nana Addo

A meeting between the 2008 presidential candidate of the New Patriotic Party (NPP), Nana Addo Dankwa Akufo-Addo, and 15 out of the 39 constituency chairmen in the Ashanti Region, has resulted in tension among the executives of the party.

The meeting, which was held at the Ahodwo residence of one of Nana Addo's chief campaign strategists, Dr. Kwame Amoako Tuffuor, over the weekend, has angered the remaining 24 constituency chairmen who were not invited to the programme, since they were perceived to be supporters of Alan Kyerematen.

The Ashanti Regional Chairman of the NPP, Yaw Amankwaa, who confirmed the tension in an interview with this reporter, alleged that at the said programme, Nana Addo mentioned the names of certain individuals as his preferred choice of candidates for specific positions in the party.

Nana Addo, reportedly, told the chairmen that he supports F. F. Anto for the position of Ashanti Regional Chairman, and Jake Obetsebi Lamptey as National Chairman, instead of former National Vice Chairman, Stephen Ntim.

The Regional Chairman could therefore not fathom why Nana Addo took such an initiative by inviting only 15 out of the 39 constituency chairmen in the region for the said meeting, since it breeds disunity in the party.

To him, somebody who is seeking re-election to lead the party should not have indulged in such as an exercise.

“As a man who is seeking to become the president of Ghana, he should be seen as unifier, so if in his own party, we have 39 constituency chairmen, including all the party executives, and he chooses 15 as those he can deal with, and also backs candidates who are contesting for both regional and national chairmen, and openly stating that he cannot work with Ntim, but Jake, then he has drawn the battle lines,” he said, adding, “even if you are elected as the flagbearer, what are you going to tell the remaining 24 of the 39, since you have already chosen 15?”

He accused Nana Addo of dividing the party, stressing: “this has become a major source of worry and pain for members of the party in the region, especially the executives. I think some of us should sit down with him and advise him so that he would either rescind his decision, or render an apology to the other party members he says he will not be able to work with.”

When contacted, the Public Relations Officer for Nana Addo, Herbert Krampa, confirmed that Nana Addo was in Kumasi over the weekend.

Mr. Krampa also admitted Nana held a series of meetings whilst in Kumasi, some of which were held behind closed doors with some individuals and group of persons, but could not tell whether he indeed met the 15 constituency chairmen.

He however denied Nana Addo asking the constituency chairmen to vote for his preferred choice of candidates in the impending regional and national elections, since according to him, Nana Addo would not do any such thing, let alone give them monies to influence their decision in the impending elections.

Meanwhile, firebrand NPP Member of Parliament (MP) for the Assin-North constituency, and known supporter of Nana Addo, Kennedy Agyepong, has criticised a list of names making rounds in the party, suggesting certain names and individuals as preferred candidates of the presidential aspirants.

He could not fathom the extent to which factionalism was gaining roots in the party. Speaking on Oman FM's 'National Agenda' morning show on Tuesday, the MP, whose no-nonsense attitude has earned him the nickname 'Akompreko,' asked delegates in the impending national congress of the NPP, to vote for competent people, regardless of their supposed camps.

He particularly did not understand why a person like Stephen Amoah, who he described as hard-working, loyal and competent, should not be voted for to become national youth organiser of the party.

When most party people were scared to come out during the 2008 presidential run off, he noted that this gentleman was visiting about nine radio stations a week, all in defence of the party.

His comments are said to have sparked a debate in the Nana Addo camp, since some people feel he is breaking ranks.

Mr. Agyepong, however, repeated his comments on Citi FM's 'Eye-witness' programme, hosted by Shamimah Muslim, the same day, saying that the supposed Nana Addo, Alan factions were tearing the party apart, and could possibly affect the chances of the NPP in the 2012 general elections.

Immigration Officers told to resist bribes

Aflao, Jan. 24, GNA - Personnel of the Ghana Immigration Service (GI= S) have been told to resist enticements by the public to bend the rules in their favour.

Mr Matthias Homey, Assistant Director of Immigration in charge of Aflao, gave the caution in an apparent reference to a recent video clip capturing border operatives supposedly in acts of extortion. He was addressing the end-of-year party for personnel of the Service= in the Aflao sector on Friday.

"The year 2010 has started with the media setting an eagle eye on th= e Aflao border post and I urge you all to be careful and to deliver your du= ty with the highest decorum," he stated.

Mr Homey warned that he would not countenance any unprofessional conduct and would strictly apply the stipulated sanctions when the need arose. He asked the public to report the misconduct of any officer "as they=

would not be spared the rod of justice". Mr Homey appealed to traditional rulers and other stakeholders to counsel the youth against aiding illegal migrants, posing as security operatives along unapproved routes and engaging in smuggling. Mr Francis Pobi, Assistant Director of Immigration in charge of the Volta Region, said measures were in place to address the logistic and accommodation problems facing the officers. Deserving personnel received certificates and electrical appliances as awards for their exemplary service.

Pele warns against alleged sale of NYEP forms

Tamale, Jan. 24, GNA - Mr Abuga Pele, National Coordinator of the National Youth Employment Programme (NYEP), on Sunday said reports from some parts of the country alleged that some people were selling NYEP forms to innocent would-be beneficiaries of the programme. He said the NYEP forms, which were just ordinary application forms, were strictly to be distributed free and that anyone caught selling them would be dealt with according to law.

Mr Pele told the Ghana News Agency in a telephone interview on that; "It has come to our notice that NYEP forms are being sold out in parts of the country, which is defeating the purpose of the programme and we are very much concerned about this development". He warned that any one selling the forms should desist from the practice because if caught, would be severely dealt with. Mr pele said the secretariat was taking steps to ensure that every district would receive not less than 10,000 forms for equitable distribution so that there would be no shortage.

He reiterated that recruitment was not political saying; "Every Ghanaian is eligible to benefit from the programme". Mr Pele advised regional and district coordinators not to discriminate during the recruitment exercise and said the National Secretariat of the NYEP would link up with the regional and district coordinators to start arrangements to distribute the forms. He appealed to prospective applicants to report any one who sold or attempted to sell the forms to the nearest police station or the regional and district coordinators for action. "I hope this message would put a stop to the alleged selling of the forms to ensure smooth development of the country," he said.

Mills donates to bereaved family of TOR fire victim

Accra, Jan. 24, GNA - President John Atta Mills on Saturday made a personal donation of GH¢2,000.00 cash and drinks to the family of Mr Thomas Ebo Friar, who was killed in last Tuesday's fire disaster at the Tema Oil Refinery (TOR).

The fire, which gutted the loading gantry of the Refinery, killed Mr Friar and one other person while several fuel tankers were also burnt.

Sixty-year old Friar, a loader at the gantry, had less than two months to retire at the time of the tragedy, officials told the Ghana News Agency. Dr Kwabena Donkor, Deputy Minister of Energy, who made the presentation on behalf of the President to Mr Friar's family during his funeral in Tema, said Prof Mills was heart-broken by the deaths and wished the bereaved family well.

President Mills had earlier visited the bereaved family's home and expressed his condolences to the members. Dr Donkor also presented GH¢1,000.00 from the Ministry of Energy and a personal donation of GH¢500.00 by Energy Minister Dr Joe Oteng-Adjei to the bereaved family.

 

The funeral attracted a large gathering of mourners, mostly staff of the Refinery, including the Managing Director, Dr Kwame Ampofo.

 

 Management of TOR said the blaze did not affect the main processing plants of the facility and gave the assurance that there would not be any fuel shortage. The 45,000 barrels-per-day Refinery resumed its core processing of petroleum in October last year after it was shut down for almost a year as a result of a huge debt burden that prevented it from buying crude oil for processing.
