Police Grabbed With Bribe Money

The career of four policemen is on the line after they were caught red-handed collecting bribe money from drivers on the Achimota Overpass towards Abeka Lapaz.

A Police source told Daily Guide that as part of the Police Administration’s crusade to redeem the security organization’s image, a team was dispatched to the spot upon a tip-off where the defaulters were extorting money from commercial drivers yesterday.

The policemen, all dispatched riders, are from the Police Central Motor Transport and Traffic Unit (MTTU). While an amount of GH¢170 was found on L/Cpl. Daniel Yemoh, and GH¢89.20 was retrieved from his colleague L/Cpl. George Rockson.

Their seniors, Inspector Joseph Karikari and Sgt. Anthony Nyarko, did not carry any amount of money on them at the time of the arrest. During such illegal operations by police, the money collected is kept by the junior ranks for sharing later.

Commercial drivers are used to giving such bribes and so when they are flagged down and their vehicle documents demanded, they understand the language and just insert the money in one of the papers, which is removed by the policeman.

There is a perception among drivers that no matter what, a police would always find fault with a vehicle and so the best thing to do is just give the money, keep going and save time.

One of the cops was said to have bolted when a TV camera focused on him, but was later arrested at the CID block at the police headquarters. The arrested personnel would face police service enquiry and appropriate sanctions applied, Daily Guide was told. The police, especially MTTU personnel, have come under severe criticisms in recent times for especially making a fortune out of commercial drivers in the urban areas.

During his interaction with police officers recently, the Inspector General of Police, Paul Quaye, announced the embarkation of a crusade to redeem the image of the organisation. He told the officers “it is a fact that most of our current problems are correlatively linked to our dented image.”

The police, he said, is perceived in many quarters as being corrupt, brutal and human rights unfriendly. He expressed his determination alongside others whom he described as having impeccable characters, to reverse the negative image of the police.

Recently, some officers of the Panthers Unit were jailed for robbing a Ghanaian of a large among of money in his hotel room. They were given long prison sentences by an Accra court, a story which attracted the attention of many Ghanaians. A survey on corruption perception in the country ranked MTTU personnel in an unenviable rung.

Black Stars Enjoying The Confidence Of Youth

 

The Black Stars will step out against their Nigerian rivals on Thursday evening knowing that their future is well taken care of. Playing with a team comprised of youngsters from their recent U-20 World Youth Championship triumph as well as a sprinkle of experienced players, the Black Stars have shown great resilience coming this far.

The Stars beat hosts Angola in the quarter-finals by a lone Asamoah Gyan goal to set up this incredibly sumptuous match with neighbours Nigeria in a west African duel for supremacy. It was the Ghanaians who won 2-1 the last time both teams met in the quarter-finals of the previous edition of the tournament. This time around, in a neutral venue far away from home, the Ghanaians will hope they can edge their third straight win (which began with that 4-1 friendly triumph in London in 2007) over the Nigerians.

Ghana have the advantage of a youthful side that is hungry for trophies and a permanent place in the national team. With many of their star players out due to injuries, the young lads will fancy that this is their opportunity to permanently secure a starting place in the team as the World Cup approaches. This young team has it all to play for and one will fancy their chances against Nigeria on Thursday.

Super Eagles Coming Up Against Criticism

Many Nigerians have criticized their national team’s tactics and overall display in the quarter-final penalty win over Zambia. The Super Eagles were outplayed by the Zambians who were unfortunate not to score a goal in that encounter. Coming up against another youthful Ghanaian side on Thursday should look like a big test on paper but matches between these two teams have rarely gone according to form.

The Super Eagles are expected to try and get revenge against the team that beat them in the quarter-final of the last tournament denying them a once customary semi-final finish. They will need to find a solution to their midfield which easily conceded a lot of tackles to the Zambians last time out.

Heaving a sigh of relief after reaching the all important mandate of a semi-final place that he was given, Shuaibu Amodu should feel much relaxed to tinker with his team and ring the necessary changes that will trouble the Black Stars defence which has not conceded a goal since losing 3-1 to the Ivory Coast in their first game.

Nigeria will also have confidence in that their defence has been solid since that opening 3-1 loss to Egypt having not conceded a goal in three straight games. If the Eagles are able to turn the criticisms they have been receiving into fodder for a lift, then they should get a place in the final.

Midfielder Anthony Annan has been declared fit to return to action against Nigeria giving the Ghanaian team more depth in the midfield. Goal hero Asamoah Gyan has been passed fit to play after limping off in the win against the Palancas Negras bringing cheering news to the Ghana camp.

Nigeria

The Super Eagles will sorely miss the services of defender Onyekachi Apam who was a deputy for the injured Joseph Yobo. Apam was sent off in the match against Zambia. Good news for the Eagles is that Yobo seems to be on his way back to recovery and might still be able to play in the tournament, if not against Ghana but in their next match definitely.

Andre Ayew will come into this game as highly recommended as any star player. The 20-year-old has played in this tournament with great belief in his talents that are finally being seen on the biggest stage of all. In the back of his mind will be a scene where his father scored a header to beat the Nigerians way back in the semi-final of Senegal '92. It might be a tough task to emulate his father but the lad has shown great improvement in his game for him to be underrated now.

Obafemi Martins

He is the joker that can unlock the Ghanaian defence for the Nigerians in this crunch tie. The Nigerian attack has come alive every time he has been introduced as a substitute in the last two games. Fancy him on the starting line up to cause some havoc in the Ghanaian defence on Thursday.

Ministry to ensure effective management of road contracts

Koforidua, Jan.28, GNA - The Ministry of Road and Highways is reviewing contractor classification system and contractor capacity and training to ensure effective management of road contracts in the country Mr Joe Gidisu, sector Minister, who announced this, said the measure was also to ensure that only contractors with the requisite competence and adequate resources were awarded contracts, if 'We are to obtain value for money".

These were contained in a speech read on his behalf at an annual management seminar, organised by the Department of Feeder Roads, under the theme: "Optimisation of resources for effective contract supervision", in Koforidua on Wednesday.

Mr. Gidisu called on management of the Department to intensify its supervision and monitoring role to ensure that road contracts were executed in compliance with required specifications. He said: "As you step up your internal supervision and monitoring, you are also encouraged to organize more training programmes for your staff, contractors and consultants to improve upon their capacity and ensure quality of work".

Mr. Gidisu observed that one of the major problems facing the road sector was "over commitment."

He said that the situation placed a huge burden on the budgets of agencies in charge of road infrastructure, increased the workload of staff of those agencies and at the same time brought most road contractors to the brink of collapse.

"The over commitment situation coupled with increasing demand for roads by communities means that the road agencies like Department of Feeder Roads will have to employ prudent and optimum use of the scarce resources available, to achieve maximum benefits to satisfy the needs and aspirations of the communities they serve."

Mr. Gidisu called on the Department to improve upon project preparation and designing to reduce the incidence of issuing variation orders at contract implementation stage.

This he explained would ensure effective contract management to avoid disputes and arbitrations that at times ended at court. Mr. Samuel Ofosu-Ampofo, Eastern Regional Minister, said post harvest loses of farm produce was partly due to the deplorable nature of feeder roads.

He said the government would tar feeder roads linking important economic areas to minimize the annual ritual of awarding contracts for their reshaping.

Mr. Ofosu-Ampofo said government was committed to making feeder roads, including those in cocoa producing areas and in the rural areas all-whether roads.

Mr. E.N.K Ashong, a Director at Department of Feeder Roads, observed that the burden of debt resulting from completed works without the matching funds had slowed down execution of road works and affected the condition of road network.

He said: "We had the painful duty of suspending some contracts while terminating others so as to manage the burdensome situation".

NDC Rebels against Mills

President John Atta Mills’ preferred man for the position of Majority Leader in Parliament faces rejection from members of the ruling National Democratic Congress (NDC), as MPs hold a crunch meeting with the President on the crucial issue today.

The NDC MPs have decided to meet President Mills to submit the names of their choice of leadership, which they settled on by consensus after a meeting chaired by outgoing Majority Leader, Alban Bagbin, yesterday. The names are definitely not those proposed by the Castle, setting the MPs and the President on a collision course.

Even though the names of the new leadership had not been given out David Tetteh Assumeng, MP for Shai Osudoku dropped a hint on Citi, indicating that President Mills’ subtle intention of making Cletus Avoka and Abdul-Rashid Pelpuo, Majority and Deputy Majority Leader respectively might fall flat, as the NDC legislators had not been consulted on the two personalities.

Member of Parliament for Sege, Alfred W.G. Abayateye, is one of the complaining MPs who told newsmen in Accra that seniority would be the order of the day. Abayateye said he was equally qualified to e the Majority Lacer, but had been in Parliament for only six years, which disqualified him. According to him, the Majority caucus would consider seniority as a factor in choosing its leaders, virtually dismissing Cletus Avoka, MP for Zebilla who had been in and out of Parliament for three terms.

Avoka is believed to be an experienced MP and a brilliant lawyer but not outspoken enough in Parliament because he had always combined his legislative duties with ministerial work whilst Pelpuo is considered too soft-spoken and relatively young in the House.

Even though Castle had denied that its candidates are the fallen ministers, there are strong lobbying going on to ensure that the MPs agree on the two former ministers.

Avoka and Pelpuo were sacked as Ministers of the Interior and Youth and Sports by the President in his maiden cabinet reshuffle on Monday evening and information leaked to the media indicate that the President has given their names for the leadership on the majority side of the House.

Alban S.K. Bagbin, Majority Leader in Parliament; John Akologu Tia, Deputy Majority; and Enoch Teye (E.T. Mensah Majority Chief Whip, have been picked form the leadership of Parliament by President Mills to serve in the executive arm of government. This exercise of executive powers has since angered NDC MPs who complained that President Mills had not consulted them before ‘poaching’ their leaders.

Minority Screams At Abongo: Go Away, You Are Not A Minister!

The Minority in Parliament on Wednesday, 27th January, 2009 protested vehemently against the decision to allow the outgoing Minister for Water Resources, Works and Housing, Mr. Albert Abongo, to answer questions on behalf of the Ministry.

They argued that since Mr. Abongo has been removed from office by the President, he cannot answer questions on the floor of the house. The MP for Sekondi, Papa Owusu Ankomah, who led the minority side, argued that the Minister as far as he knows had been relieved of his position and he does not know the capacity in which Hon. Abongo would answer the questions.

He contended that the President has communicated to the house that the Minister of Works and Housing is no more the Minister, because he has been replaced. “If the President wants him to stay in office till a new person takes over, he should indicate it for the purposes of the business of the house”, he said.

The outgoing majority leader, Alban Bagbin, however, disagreed with the Sekondi MP’s line of argument. He explained that in the appointment of a Minister of State, an instrument is used, but the procedure has not been stated in the constitution or any law. He added that if the appointment is to be revoked, until the instrument of revocation is issued, the Minister could still be at post.

According to him, the minority cannot interpret revocation to mean communication from the President, either by word for a letter to the house, to inform members of the new changes he has made.

He said the termination occur when parliament gives prior approval, and the President firms up that approval by giving instruments of appointment.

When this is done, then that amounts to a revocation of the earlier appointments of the Minister. “Madam Speaker, I believe strongly that the use of the word revocation means it must be specially done not just by a letter. I therefore think that the Minister is rightly before the house as the current Minister and should be allowed accordingly”.

But MP for New Juaben South, Hon. Hackman Owusu Agyeman thinks the assertion of the majority leader was neither there nor there. He argued that once parliament has received communication from the President to that effect, the person ceases to be a Minister. He mentioned that since the constitution is silent on the issue and does not provide an overlap, then they should go by the practice.
